HJR___ COMMENDING MOUNTAIN BROOK CHIEF OF POLICE, JAMES A.
LOGGINS, FOR PROFESSIONAL ACHIEVEMENTS ON THE OCCASION OF
HIS RETIREMENT.
WHEREAS, with great pride and special pleasure,
Mountain Brook Chief of Police, James A "Jaye" Loggins, is
highly commended for his many professional achievements
during his 29-year career on the occasion of his retirement;
and 
WHEREAS, Chief Loggins began his career with the
Mountain Brook Police Department in 1996 after completing
the Alabama Advanced Criminal Justice Academy at the
Montgomery Police Department; over the course of his career,
he has served and supervised in every division throughout
the department, which includes patrol, investigations, and
administration, and promotion to executive management and
oversight of the daily operations of the agency at the ranks
of Captain and Deputy Chief; and 
WHEREAS, Jaye Loggins was named Chief of Police on
October 25, 2021; under his leadership, the department
implemented a take-home vehicle program; transitioned
dispatch services to Shelby County 911; increased the
award-winning School Resource Officer team and cultivated a
collaborative partnership with the Mountain Brook School
System; adopted new, advanced technical investigative

System; adopted new, advanced technical investigative
capabilities; and invested in positive community relations
through programs and events, including the first annual
Community Night Out; and the Mountain Brook First Responders
Foundation was created during his tenure; and
WHEREAS, Chief Loggins has worked to increase his
knowledge and skills, having completed the Alabama Public
Safety Leadership Academy and the Managers Preparing to
Accomplish Change Today program; as a member of the Tactical
Operations Unit, he received advanced training at the
federal, state, and local levels as a Certified Tactical
Operator; and he completed the FBI Law Enforcement Executive
Development Seminar; additionally, he completed all
requirements to attain the prestigious Certified Law
Enforcement Executive designation as recognized by the
Alabama Peace Officers' Standards and Training Commission
and the Alabama Association of Chiefs of Police; and
WHEREAS, Chief Loggins earned many awards and
accolades over the years, some of which include the FBI Law
Enforcement Executive Development Academy Trilogy Award,
being named Officer of the Year in 1998 and 2006, and the
Safest Cities Award for 2024; and 
WHEREAS, before becoming a police officer, Jaye
Loggins attended The University of Alabama at Birmingham and
earned a Bachelor of Science in Justice Science in 2001; in
2022, he earned a Master's Degree in Criminal Justice from
Jacksonville State University; he has steadfastly served and
protected the residents of Mountain Brook leaving a lasting
legacy of excellence and community involvement; now

legacy of excellence and community involvement; now
therefore, 
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
HOUSES THEREOF CONCURRING, That it is an honor and a
privilege to commend Mountain Brook Chief of Police, James
A. "Jaye" Loggins for his 29-year career of hard work and
dedication in service to his community as a police officer,
and this resolution is offered to him as evidence of our
high regard and with best wishes for continued prosperity
during his well-earned retirement.
