CELEBRATING THE LIFE AND MOURNING THE DEATH OF KIMBERLY BETH
FANNING VAUGHN.
WHEREAS, with an overwhelming sense of loss, we mourn
the death, yet celebrate the life, of our good friend and
colleague, Kimberly Beth Fanning Vaughn of Huntsville,
Alabama, whose passing on November 17, 2024, at the age of
59 years has left a void in the lives of her family and
friends; a big-hearted and loving wife, mother, and
grandmother, Kim was known for her gentle nature,
generosity, and dedication to others; and
WHEREAS, a remarkable leader, dedicated
philanthropist, and consummate professional, Kimberly Vaughn
left an indelible mark as the Madison County Legislative
Director, tirelessly supporting the county's 14 state
legislators; her visionary approach, combined with her deep
commitment to public service and her unwavering dedication
to her community, has left a lasting legacy of progress and
positive change; and
WHEREAS, born at Huntsville Hospital and raised in
the town of New Hope, Kim graduated from New Hope High
School in 1983; she married Rex Vaughn of Monrovia on
February 25, 1989, and together they reared four children,
all of whom, along with their families, have made Monrovia
their home; and

their home; and
WHEREAS, she built her strong Christian faith from a
young age, listening to the teachings of her grandfather,
Reverend Denton Adams, at Killingsworth Cove Baptist Church;
she later became a devoted member of Gracious Savior Church
in Monrovia; and
WHEREAS, of all Kim's gifts, her greatest was her
remarkable ability to envision what others could not; she
had a unique talent for transforming the simplest of things
into something beautiful, whether it was food, clothing,
having honed her advanced seamstress skills from her
grandmother, Irene Fanning, or any other project she took
on; everything Kim touched flourished under her creative
direction; a prime example of her artistry was the kitchen
she designed at Providence Baptist Church, where her vision
came to life in a space that was both functional and
beautiful; and
WHEREAS, Kim had a deep love for cooking, not only
for her family but also for those in need; after the
devastating tornadoes struck North Alabama on April 27,
2011, she was called upon to oversee kitchen operations at
the Monrovia Community Center; for 10 days, she worked
tirelessly, cooking, cleaning, and serving thousands of
meals to law enforcement, first responders, and utility
workers from five states; always with a heart full of
service, she brought her four children along to help,
teaching them the true meaning of compassion and community;
and

and
WHEREAS, Kim was intentional, outgoing, and deeply
service-oriented, with a keen eye for detail; she had a
natural ability to ease the burdens of others, always going
the extra mile to help; hospitality and community
involvement were second nature to her, and she became widely
known for her unwavering dedication to religious,
governmental, and civic organizations; whether in service to
her faith, her community, or those in need, Kim's commitment
and generosity left a lasting impact on everyone she
encountered; and
WHEREAS, of Kim's many beautiful legacies, one stands
out as simple, powerful, and eternal: She selflessly served
others in their hour of need; and
WHEREAS, she was preceded in death by her father,
Bobby Dean Fanning; father-in-law, Ronald Gray; and
mother-in-law, Ann Vaughn; and
WHEREAS, she was greatly loved and admired in life
and her death is a grievous loss to her family and friends,
including her beloved husband, Ronald "Rex" Gray Vaughn II;
children, Carmen Vaughn Bragg (Sean), Hannah Vaughn Creed
(Kaze), Ellie Vaughn Milby (Cole), and Carl Walton Vaughn
(Whitney); grandchildren, Gray Michael Bragg, Graham Denton
Bragg, R.G. Creed, and Marabelle Beth Milby; mother,
Paulette Adams Fanning; sister, Amanda Fanning Browner
(Doug); brother, Brad Fanning (Lea); and many in-laws,
nieces, and nephews; and
WHEREAS, a valued member of the community and loved
by many, her passion for life will be remembered fondly; we

by many, her passion for life will be remembered fondly; we
join with others to celebrate her life and to mourn her
death; although her presence will be greatly missed, her
memory will be cherished in the hearts and minds of those
who were fortunate to know her; now therefore,
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
LEGISLATURE OF ALABAMA, That the death of Kimberly Beth
Fanning Vaughn is recorded with deep sadness, and even as we
mourn her death and the loss it represents to the State of
Alabama, we also celebrate her life; this resolution is
offered in highest tribute along with heartfelt sympathy to
her family by Representative Reynolds, Representative Whitt,
Representative Daniels, Representative Hall, Representative
Lands, Representative Lomax, Representative Rigsby, and
Representative Whorton.
