 Senate Bill 11 as introduced would increase the current license tax and registration fees for
passenger and motorcycle registration by $5 with the proceeds deposited into the Alabama
Public Transportation Trust Fund and used by the Alabama Department of Economic and
Community Affairs to increase public transportation options across the state. Additionally, this
bill would allow county commissions and municipalities to opt-out of the requirement to impose
and charge the additional license tax and registration fee.
Based upon a 5-year average of 5,191,839 passenger and motorcycle vehicle registrations, a $5
increase in the license tax and registration fee could increase receipts into the Alabama
Public Transportation Trust Fund up to an estimated $26 million annually dependent on the
number of county commissions and municipalities that opt-out of imposing the additional
license tax and registration fee.
