SYNOPSIS:
This bill makes supplemental appropriations for
the fiscal year ending September 30, 2025, from the
Education Trust Fund to various agencies and entities
in a total amount of $524,276,588.
A BILL
TO BE ENTITLED
AN ACT
To make supplemental appropriations for the fiscal year
ending September 30, 2025, from the Education Trust Fund to
various agencies and entities in a total amount of
$524,276,588. 
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. In addition to all other appropriations
heretofore or hereafter made, there is hereby appropriated a
total of $524,276,588 from the Education Trust Fund to the
following agencies and entities for the purposes specified
below for the fiscal year ending September 30, 2025:
(1) To the State Board of Education – Local Boards of
Education, $133,000,000. Of this amount, $5,000,000 shall be
used for TEAMS to cover current contracts; $28,000,000 shall
be used for textbook adoption; and $100,000,000 shall be

be used for textbook adoption; and $100,000,000 shall be
distributed according to the fleet renewal guidelines to be
used for the purchase of school buses or the retirement of
school bus debt.  For any school system that is currently up
to date in purchasing regular route buses, application may be
made to the State Superintendent of Education to flex these
funds for other educational purposes.
(2) To the State Department of Education for one-time
expenses, $161,114,000. Of this amount, $5,000,000 shall be
for Ed Farm to be used for capital outlay or other necessary
expenses for a coding workforce training program; $5,000,000
shall be used for AED’s in Schools; $50,000,000 shall be for
School Safety to provide additional training, services,
supplies, and materials to support school safety initiatives
and safety contracts; $20,000,000 shall be used for College
and Career Readiness Grants; $10,300,000 shall be used for
Charter School Grants which shall be distributed to the
several existing conversion and start-up charter schools on a
per pupil basis; $5,000,000 shall be used for the Heman
Drummond Center for Innovation; $14,000,000 shall be used for
Principal and Assistant Principal Supplements to cover current
obligations; $350,000 shall be used for Speech Pathologists to
cover current obligations; $30,000,000 shall be used for the
Summer and Afterschool Program; $10,000,000 shall be used for
Struggling Readers Beyond Grade 3 to support middle grade
reading improvements; $3,464,000 shall be used for the
American Village Semiquincentennial Commission for the
Semiquincentennial School Program, Community Engagement
Grants, Marketing and Communication, Honoring Veterans, and

Grants, Marketing and Communication, Honoring Veterans, and
Administration Costs; $7,500,000 shall be used for the North
Alabama STEM Center; and $500,000 shall be used to begin the
development of a course in United States History, Government,
and/or Civics aligned to the Alabama Course of Study: Social
Studies, to be offered to all preK-12 teachers in an online
format. The Department shall consult with organizations and
agencies which can lend aid to this project, including
American Village and Alabama Public Television.
(3) To the Educational Television Commission for the
Madison Avenue Studio and New State House Studio, $4,000,000. 
(4) To the Council on the Arts, $2,100,000. Of this
amount, $1,000,000 shall be used for one-time expenses for
deferred maintenance, renovation of existing facilities, or
expenses associated with ongoing capital projects at the
Shakespeare Festival; $100,000 shall be used for a
collaborative community outreach program at the Shakespeare
Festival; and $1,000,000 shall be used for one-time expenses
for the Carnegie Visual Arts Museum expansion.
(5) To the Department of Economic and Community
Affairs, $20,000,000.  This appropriation shall be used to
deploy broadband infrastructure in rural communities in
accordance with the Alabama Broadband Accessibility Fund.
Additionally, the funds will be used for a competitive grant
program to support online training programs and certifications
and job placement assistance in technology fields and
reasonable administrative expenses for the administering
agency. The funds will be administered by the Alabama
Department of Economic and Community Affairs in collaboration

Department of Economic and Community Affairs in collaboration
with the Alabama Digital Expansion Authority. The Alabama
Department of Economic and Community Affairs will award these
funds as a part of a public private partnership to increase
digital literacy, create technology jobs, and attract
businesses to rural Alabama.
(6) To the Music Hall of Fame, $250,000.
(7) To the Public Library Service for the Supreme Court
Law Library, $200,000.
(8) To the Alabama Department of Revenue, $50,513,000.
Of this amount, $50,000,000 shall be distributed to the CHOOSE
Act Fund established by Act 2024-21 of the 2024 Regular
Session of the Legislature for the purpose of funding
Education Savings Accounts; and $513,000 shall be used for the
Education Savings Account administration.
(9) To the Alabama Supercomputer Authority, $2,000,000.
Of this amount, $1,400,000 shall be used for the Data Center
Renovation Project and $600,000 shall be used for the FCC K-12
Cybersecurity Pilot Project – ASA Match.
(10) To the Department of Workforce for a state
veterans transition public/private partnership that will
provide comprehensive support to include career transition 
and education and community integration, $5,000,000.
(11) To the Alabama School of Cyber Technology and
Engineering for one-time expenses for deferred maintenance and
school safety, $1,000,000.
(12) To the Alabama School of Fine Arts for one-time
expenses for deferred maintenance and school safety,
$1,000,000.

(13) To the Alabama School of Mathematics and Science
for one-time expenses for deferred maintenance and school
safety, $1,000,000.
(14) To the Firefighters’ Personnel Standards and
Education Commission/Fire College, $1,200,000. Of this amount,
$600,000 shall be used for the Muscle Shoals Regional Training
Center Burn Building and $600,000 shall be used for one-time
expenses for deferred maintenance, renovation of existing
facilities, or expenses associated with ongoing capital
projects.
(15) To the Marine Environmental Sciences Consortium,
$7,000,000. Of this amount, $5,000,000 shall be used for the
new dormitory and $2,000,000 shall be used for waterline
infrastructure improvements.
(16) To the Alabama Institute for Deaf and Blind for
one-time expenses for deferred maintenance and school safety,
$1,000,000.
(17) To the Alabama Community College System for
one-time expenses for deferred maintenance, renovation of
existing facilities, or expenses associated with ongoing
capital projects, $28,861,836.
(18) To Alabama A&M University for one-time expenses
for deferred maintenance, renovation of existing facilities,
or expenses associated with ongoing capital projects,
$3,222,688.
(19) To Alabama State University for one-time expenses
for deferred maintenance, renovation of existing facilities,
or expenses associated with ongoing capital projects,

(20) To the University of Alabama System for one-time
expenses for increasing research capacity, deferred
maintenance, renovation of existing facilities, or ongoing
capital projects, $42,087,475.
(21) To Athens State University for one-time expenses
for deferred maintenance, renovation of existing facilities,
or expenses associated with ongoing capital projects,
$3,022,700.
(22) To Auburn University for one-time expenses for
increasing research infrastructure and instrumentation,
technology systems, deferred maintenance, renovation of
existing facilities, or ongoing capital projects, $19,000,000.
(23) To Auburn University at Montgomery for one-time
expenses for deferred maintenance, renovation of existing
facilities, or expenses associated with ongoing capital
projects, $3,062,202.
(24) To Jacksonville State University for one-time
expenses for deferred maintenance, renovation of existing
facilities, or expenses associated with ongoing capital
projects, $3,232,743.
(25) To the University of Montevallo for one-time
expenses for deferred maintenance, renovation of existing
facilities, or expenses associated with ongoing capital
projects, $3,028,237.
(26) To the University of North Alabama, $3,099,716. Of
this amount, $1,599,716 shall be used for one-time expenses
for deferred maintenance, renovation of existing facilities,

for deferred maintenance, renovation of existing facilities,
or expenses associated with ongoing capital projects, and
$1,500,000 shall be used for the Lauderdale County Workforce
Center.
(27) To the University of South Alabama for one-time
expenses for increasing research capacity, deferred
maintenance, renovation of existing facilities, or ongoing
capital projects, $11,080,106.
(28) To Troy University for one-time expenses for
deferred maintenance, renovation of existing facilities, or
expenses associated with ongoing capital projects, $4,612,751.
(29) To the University of West Alabama for one-time
expenses for deferred maintenance, renovation of existing
facilities, or expenses associated with ongoing capital
projects, $3,058,290.
(30) To Tuskegee University for one-time expenses for
deferred maintenance, renovation of existing facilities,
school security, or expenses associated with ongoing capital
projects, $3,000,000.
Section 2. This act shall become effective immediately
upon its passage and approval by the Governor, or upon its
otherwise becoming law.
