A BILL
TO BE ENTITLED
AN ACT
To make supplemental appropriations for the fiscal year
ending September 30, 2025, from the Education Trust Fund to
various agencies and entities in a total amount of
$524,276,588. 
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. In addition to all other appropriations
heretofore or hereafter made, there is hereby appropriated a
total of $524,276,588 from the Education Trust Fund to the
following agencies and entities for the purposes specified
below for the fiscal year ending September 30, 2025:
(1) To the State Board of Education – Local Boards of
Education, $28,000,000 to be used for textbook adoption  
(2) To the State Department of Education for one-time
expenses, $134,654,000. Of this amount, $16,000,000 shall be
for Ed Farm to be used for capital outlay or other necessary
expenses for a coding workforce training program; $2,500,000
shall be used for AED’s in Schools; $15,000,000 shall be for
School Safety to provide additional training, services,
supplies, and materials to support school safety initiatives
and safety contracts to be allocated pursuant to Chapter 22B,

and safety contracts to be allocated pursuant to Chapter 22B,
Title 16, Code of Alabama 1975, including $3,000,000 for
School Mapping; to be allocated  $10,000,000 shall be used for
College and Career Readiness Grants; $10,300,000 shall be used
for Charter School Grants which shall be distributed to the
several existing conversion and start-up charter schools that
are physically located in a school system with a B, C, D, or F
as defined by the Alabama Education Report Card, Chapter 6C,
Title 16, Code of Alabama 1975, on a per pupil basis;
$5,000,000 shall be used for the Heman Drummond Center for
Innovation;  $14,000,000 shall be used for Principal and
Assistant Principal Supplements to cover current obligations;
$7,300,000 shall be used for the School Breakfast Program;
$350,000 shall be used for Speech Pathologists to cover
current obligations; $30,000,000 shall be used for the Summer
and Afterschool Program; $10,000,000 shall be used for
Struggling Readers Beyond Grade 3 to support middle grade
reading improvements; $3,464,000 shall be used for the
American Village Semiquincentennial Commission for the
Semiquincentennial School Program, Community Engagement
Grants, Marketing and Communication, Honoring Veterans, and
Administration Costs; $7,500,000 shall be used for the North
Alabama STEM Center; $1,250,000 shall be used for the Prisms
Math Pilot Project; $125,000 shall be used for the Learning
Disabilities Institute/Spring Valley; $365,000 shall be used
for the ProStart Career and Technical Education Program; and
$1,500,000 shall be used to begin the development of a course
in United States History, Government, and/or Civics aligned to
the Alabama Course of Study: Social Studies, to be offered to

the Alabama Course of Study: Social Studies, to be offered to
all preK-12 teachers in an online format. The Department shall
consult with organizations and agencies which can lend aid to
this project, including American Village and Alabama Public
Television.
(3) To the Educational Television Commission for the
Madison Avenue Studio and new State House Studio, $4,000,000. 
(4) To the Council on the Arts, $4,440,000. Of this
amount, $1,000,000 shall be used for one-time expenses for
deferred maintenance, renovation of existing facilities, or
expenses associated with ongoing capital projects at the
Shakespeare Festival; $100,000 shall be used for a
collaborative community outreach program at the Shakespeare
Festival; $1,000,000 shall be used for capital expenses for
the Carnegie Visual Arts Museum expansion; and $2,340,000
shall be used for the facilities grant program, including
$200,000 for the Student Art Program. The Council of the Arts
may award grants from the facilities grant program for
projects that build, renovate, restore, preserve, or enhance
arts facilities in Alabama, including performing arts centers,
art museums and galleries, multi-purpose arts centers, artist
residency facilities, and outdoor performance venues. Eligible
entities include: (i) 501(c) (3) nonprofit arts organizations
chartered in Alabama, active and in good standing with the
Internal Revenue Service and the council; or (ii) an entity of
local government. Grant amounts shall not exceed $100,000 to
any one entity, with the first two grants being reserved for
the Wetumpka Depot Theatre and the Kelly Fitzpatrick Center.
(5) To the Music Hall of Fame, $250,000.

(5) To the Music Hall of Fame, $250,000.
(6) To the Public Library Service for the Supreme Court
Law Library, $200,000.
(7) To the Alabama Department of Revenue, $50,513,000.
Of this amount, $50,000,000 shall be distributed to the CHOOSE
Act Fund established by Act 2024-21 of the 2024 Regular
Session of the Legislature for the purpose of funding
Education Savings Accounts; and $513,000 shall be used for the
Education Savings Account administration.
(8) To the Alabama Supercomputer Authority, $2,000,000.
Of this amount, $1,400,000 shall be used for the Data Center
Renovation Project and $600,000 shall be used for the FCC K-12
Cybersecurity Pilot Project – ASA Match.
(9) To the Department of Workforce for a state veterans
transition public/private partnership that will provide
comprehensive support to include career transition and
education and community integration, $5,000,000.
(10) To the Alabama School of Cyber Technology and
Engineering for one-time expenses for deferred maintenance and
school safety, $3,500,000.
(11) To the Alabama School of Fine Arts for one-time
expenses for deferred maintenance and school safety,
$3,500,000.
(12) To the Alabama School of Mathematics and Science
for one-time expenses for deferred maintenance and school
safety, $3,500,000.
(13) To the Firefighters’ Personnel Standards and
Education Commission/Fire College, $4,300,000. Of this amount,
$600,000 shall be used for the Muscle Shoals Regional Training

$600,000 shall be used for the Muscle Shoals Regional Training
Center Burn Building; $3,100,000 shall be used for the EMT and
Testing Facility; and $600,000 shall be used for one-time
expenses for deferred maintenance, renovation of existing
facilities, or expenses associated with ongoing capital
projects.
(14) To the Marine Environmental Sciences Consortium,
$7,000,000. Of this amount, $5,000,000 shall be used for the
new dormitory and $2,000,000 shall be used for waterline
infrastructure improvements.
(15) To the Alabama Institute for Deaf and Blind for
one-time expenses for deferred maintenance and school safety,
$1,000,000.
(16) To the Alabama Community College System,
$56,611,836. Of this amount, $28,861,836 shall be used for
one-time expenses for deferred maintenance, renovation of
existing facilities, or expenses associated with ongoing
capital projects; $2,000,000 shall be used for the Forestry
Workforce Training Center; $1,100,000 shall be used for the
CREATE Technology and Innovation Center; $1,100,000 shall be
used for the Bishop State Student Life Complex; $3,200,000
shall be used for the Calhoun Community College for the
Culinary and Hospitality Program; $1,300,000 shall be used for
the Coastal Alabama Community College; $2,500,000 shall be
used for Enterprise Community College GTech; $3,000,000 shall
be used for the Jefferson State Community College for
Jefferson campus renovations; $750,000 shall be used for the
Lurleen B. Wallace Community College Skills for Success;
$5,200,000 shall be used for the Medical Workforce Training

$5,200,000 shall be used for the Medical Workforce Training
Center with Huntsville Hospital; $500,000 shall be used for
Northeast Alabama Community College workforce development;
$1,000,000 shall be used for the Northwest Shoals Community
College for the Lauderdale County Workforce Center; $1,500,000
shall be used for Reid State Technical College; $1,100,000
shall be used for the Snead State Community College Additive
Manufacturing Program; and $3,500,000 shall be used for
Wallace State Community College-Hanceville facility
improvements. 
(17) To Alabama A&M University, $5,972,688. Of this
amount, $3,222,688 shall be used for one-time expenses for
deferred maintenance, renovation of existing facilities, or
expenses associated with ongoing capital projects; $750,000
shall be used for campus security upgrades; and $2,000,000
shall be used for campus infrastructure improvements.
(18) To Alabama State University, $4,180,844. Of this
amount, $3,530,844 shall be used for one-time expenses for
deferred maintenance, renovation of existing facilities, or
expenses associated with ongoing capital projects; and
$650,000 shall be used for the Prosthetics and Orthotics Lab
roof replacement.
(19) To the University of Alabama System, $54,287,475.
Of this amount, $42,087,475 shall be used for one-time
expenses for increasing research capacity, deferred
maintenance, renovation of existing facilities, or ongoing
capital projects; $12,000,000 shall be used for the Executive
Plaza Research Center; and $200,000 shall be used for the NCAA
Volleyball Championship.

Volleyball Championship.
(20) To Athens State University, $3,522,700. Of this
amount, $3,022,700 shall be used for one-time expenses for
deferred maintenance, renovation of existing facilities, or
expenses associated with ongoing capital projects; and
$500,000 shall be used for Carter Hall renovations.
(21) To Auburn University, $26,067,000. Of this amount,
$19,000,000 shall be used for one-time expenses for increasing
research infrastructure and instrumentation, technology
systems, deferred maintenance, renovation of existing
facilities, or ongoing capital projects; $67,000 shall be used
for Livestock Judging; and $7,000,000 shall be used for
Agricultural Experimental Stations.
(22) To Auburn University at Montgomery for one-time
expenses for deferred maintenance, renovation of existing
facilities, or expenses associated with ongoing capital
projects, $3,262,202.
(23) To Jacksonville State University, $5,632,743. Of
this amount, $3,232,743 shall be used for one-time expenses
for deferred maintenance, renovation of existing facilities,
or expenses associated with ongoing capital projects; and
$2,400,000 shall be used for the Energy Management Plan.
(24) To the University of Montevallo for one-time
expenses for deferred maintenance, renovation of existing
facilities, or expenses associated with ongoing capital
projects, $3,528,237.
(25) To the University of North Alabama, $5,884,716. Of
this amount, $1,599,716 shall be used for one-time expenses
for deferred maintenance, renovation of existing facilities,

for deferred maintenance, renovation of existing facilities,
or expenses associated with ongoing capital projects;
$2,500,000 shall be used for the Engineering Building;
$285,000 shall be used for the Music Program; and $1,500,000
shall be used for the Lauderdale County Workforce Center.
(26) To the University of South Alabama, $15,580,106.
Of this amount, $11,080,106 shall be used for one-time
expenses for increasing research capacity, deferred
maintenance, renovation of existing facilities, or ongoing
capital projects; and $4,500,000 shall be used for the USA
Police Department renovation, construction, and expansion
project.
(27) To Troy University, $6,312,751. Of this amount,
$4,612,751 shall be used for one-time expenses for deferred
maintenance, renovation of existing facilities, or expenses
associated with ongoing capital projects; $475,000 shall be
used for health training equipment; and $1,225,000 shall be
used for the School of Engineering.
(28) To the University of West Alabama, $4,058,290. Of
this amount, $3,058,290 shall be used for one-time expenses
for deferred maintenance, renovation of existing facilities,
or expenses associated with ongoing capital projects; $900,000
shall be used for Wallace Hall; and $100,000 shall be
transferred to Stillman College for cyber security.
(29) To Tuskegee University, $3,950,000. Of this
amount, $3,000,000 shall be used for one-time expenses for
deferred maintenance, renovation of existing facilities,
school security, or expenses associated with ongoing capital
projects; $450,000 shall be used for campus security

projects; $450,000 shall be used for campus security
initiatives; and $500,000 shall be used for the Kellog
Conference Center.
(30) To the Legislative Council for construction and
related expenses for the new State House, $37,500,000.
(31) To the Lieutenant Governor to develop a plan and
solutions to improve workforce participation, $350,000.
(32) To the Executive Commission on Community Services
Grants to be distributed pursuant to Section 29-2-123, Code of
Alabama 1975, $10,000,000.
(33) To the Alabama Commission on Higher Education,
$5,630,000. Of this amount, $1,000,000 shall be used for the
Nature Discovery Center - Landtrust of North Alabama; $900,000
shall be used for the North Alabama Agriplex; $500,000 shall
be used for the Pathways to Progress; $1,700,000 shall be used
for the Judge Horton Civil Justice Learning Center; $1,200,000
shall be used for the Alabama Veterinary Hospital - Birmingham
Zoo; $175,000 shall be used for the Tennessee Riverline
Program, for programs in Alabama only; $80,000 shall be used
for Kingdom College; and $75,000 shall be used for Selma
University.
(34) To the Alabama Historical Commission, $7,025,000.
Of this amount, $2,000,000 shall be used for the Daniel Pratt
Museum; $2,000,000 shall be used for Clotilda Park; $2,500,000
shall be used for Fort Morgan restoration; $175,000 shall be
used for Gees Bend Quilting Bee Cultural Preservation Center;
$150,000 shall be used for renovations to the Looney's
Amphitheater Complex and Cultural Center stage; and $200,000
shall be used for Alabama Constitution Village.

shall be used for Alabama Constitution Village.
(35) To the Department of Human Resources for pregnancy
resources centers, $850,000.
(36) To the Department of Public Health, $1,578,000. Of
this amount, $728,000 shall be used for Partnering in Alabama
Training and Healthcare (PATH); and $850,000 shall be used for
the Regional Training Institute.
(37) To the Space Science Exhibit Commission for a
connector building, $1,000,000.
(38) To the Alabama Innovation Fund for the Southern
Research Institute Innovation School, $850,000.
(39) To the Department of Veterans Affairs for the
Veterans Education Benefits Program, $8,785,000.
Section 2. All funds appropriated herein and not
expended in the current fiscal year shall not revert but shall
be carried forward for the purpose appropriated.
Section 3. This act shall become effective immediately
upon its passage and approval by the Governor, or upon its
otherwise becoming law.
