Senate Bill 137 as passed the Senate would increase the obligations of the Public Service
Commission by an undetermined amount dependent on the cost to regulate certain private sewer
or wastewater systems that elect to come under the jurisdiction of the commission. These
obligations could be offset, in whole or in part, by the collection of certain existing regulatory
fees.
