Senate Bill 138 as introduced would increase the administrative obligations of various
occupational licensing boards to publish certain licensing determination guidelines on each
board's website and to provide requests for determination to comply with the provisions of this
bill. However, these obligations could be offset, in whole or in part, by the collection of a fee of
no more than $20 per request, as provided by this bill. 
Further, this bill would increase the obligations of the Board of Pardons and Paroles by an
undetermined amount to create and issue certificates of employability and to establish rules to
implement the provisions of this bill.
