Senate Bill 191 as introduced would increase the obligations of the Alabama Medicaid Agency
paid from state funds by an agency-estimated $1.9 million annually, beginning in fiscal year
2026, by: (1) providing coverage for postpartum depression screening; and (2) prohibiting step
therapy protocol for prescription drugs used for the treatment of postpartum depression.
This bill would also increase the obligations of the Alabama Department of Public Health by a
department-estimated $500,000 in fiscal year 2026 to develop and publish written materials to
educate health care professionals about maternal mental health and $150,000 each fiscal year
thereafter to continue to distribute these materials with updated information pursuant to the
provisions of this bill.
