Senate Bill 289 as introduced would increase the administrative obligations of the State Board
of Education to: (1) develop standards and a model success sequence curriculum appropriate for
all grades; (2) recruit, select, and train instructors to administer the curriculum and (3) adopt
rules to implement the provisions of this bill.
Additionally, this bill would increase the obligations of local boards of education to adopt and
implement the model success sequence curriculum, by an undetermined amount dependent upon
the manner in which local boards of education opt to present the curriculum.
