Senate Bill 42 as introduced would allow a land owner to petition a governing body to deed
certain abandoned, condemned property used to construct a state road back to a land owner
when the road is no longer being used for the original purpose. This bill could increase ad
valorem tax receipts collected and distributed to the Public School Fund, the State General
Fund, the Veterans' Assistance Fund, and the Alabama Historical Commission by a small
undetermined amount dependent on the value of; and number of properties deeded back to
landowners pursuant to the provisions of this bill. Finally, this bill would increase the
administrative obligations of the Department of Transportation, by an undetermined amount, to
administer the provisions of this bill.
