FN-QKQ2415-1 Page 1 FISCAL NOTE Senate Bill 67 Committee: Veterans, Military Affairs, & Public SafetySponsor: Senator Andrew Jones Analyst: John Friedenreich Date: 02/05/2025 Senate Bill 67 as introduced would remove the authority of the Alabama State Board of Veterans Affairs to oversee the Department of Veterans Affairs, including appointing the Commissioner of the Department and approving all actions and expenditures related to the State Veterans Homes and the state veterans’ cemeteries. This bill would make the Commissioner of Veterans Affairs a cabinet position, where the Commissioner’s salary would be set by the Governor without the recommendation of the State Personnel Board. This could increase or decrease the financial obligations of department funds by an undetermined amount dependent upon the difference in the salary set by the Governor and the salary currently set for the Commissioner by the board. Finally, this bill would change the composition of the State Board of Veterans Affairs from a 12-member board overseeing the operations of the department to a 9-member advisory board, which could increase or decrease the obligations of department funds by an undetermined amount dependent upon the per diem rate fixed by the Commissioner and the travel expenses incurred by board members to attend meetings of the board.
