SJR___ RECOGNIZING APRIL AS SECOND CHANCE MONTH IN THE STATE
OF ALABAMA.
WHEREAS, every human is endowed with dignity and
value; and
WHEREAS, redemption is core to the American
experience and our nation's progress; and
WHEREAS, Alabama is a national leader in reentry
boasting programs like the Perry County PREP Center, where
formerly incarcerated individuals are offered job training,
substance use treatment, life skills, and educational
opportunities; and
WHEREAS, none of the more than 300 graduates of the
PREP Center have returned to prison, demonstrating the
program's success in preparing individuals for life after
incarceration; and
WHEREAS, being tough on crime also means being smart
on policies that stop the cycles of crime and incarceration,
including their effects on generational cycles; and
WHEREAS, individuals who have paid their debt to
society have earned the opportunity to rebuild their lives
and contribute to their communities; and
WHEREAS, supporting the reentry and reintegration of
formerly incarcerated individuals is in the best interest of
every Alabamians as it enhances public safety, strengthens

every Alabamians as it enhances public safety, strengthens
communities, relieves taxpayer burdens and reunites
families; and
WHEREAS, every individual has the potential to
contribute positively to their communities and strengthen
our workforce, when given a second chance; now therefore,
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
HOUSES THEREOF CONCURRING, That we recognize April as Second
Chance Month in the State of Alabama, and we commend the
work of Reentry Alabama and its stakeholders, partners, and
dedicated members.
