Enrolled, An Act,
SJR___ COMMENDING TROY REGIONAL MEDICAL CENTER ON BEING
NAMED ONE OF THE CHARTIS CENTER FOR RURAL HEALTH'S TOP 100
RURAL AND COMMUNITY HOSPITALS.
WHEREAS, the Alabama Legislature takes great pride in
recognizing those institutions that strive to better their
communities and this great state; Troy Regional Medical
Center is one of these institutions; and
WHEREAS, the Chartis Center for Rural Health annually
recognizes 100 rural and community hospitals for their
outstanding performance based on their Performance INDEX;
the INDEX uses publicly available data to measure and
monitor performance across a variety of areas impacting
hospital operations and finance; each hospital's INDEX score
is a percentile rank of aggregate performance across eight
pillars spanning Market, Value, and Finance; and
WHEREAS, Troy Regional Medical Center is the only
Alabama hospital to make the elite list in 2025; Troy
Regional has an overall INDEX score of 73.9, as compared
with a median score of 23.7 for Alabama and 34.2 for the
United States; Troy Regional's most noteworthy indicator was
its Quality Score of 88; it was also in the 99th percentile
for Cost, and the organization scored in the 71st percentile
for Capital Efficiency; and
WHEREAS, amidst uncertainty, transition, and strain,

WHEREAS, amidst uncertainty, transition, and strain,
the recognized top performers are excelling in managing
risk, achieving higher quality, securing better outcomes,
increasing patient satisfaction, and operating at a lower
cost than their peers; these groups serve as a benchmark for
other rural facilities as they strive to achieve similar
results and provide a blueprint for successfully navigating
the uncertainty of the today's health care; now therefore,
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
HOUSES THEREOF CONCURRING, That Troy Regional Medical Center
is highly commended for being included in the Chartis Center
for Rural Health's 2025 Top 100 Rural and Community
Hospitals; and we know that these scores are not accidental,
but are the result of deliberate and focused efforts every
single day.
