CALL FOR ACTION FROM THE UNITED STATES TO PENALIZE 10
THE RUSSIAN FEDERATI ON AND DETER SIMILAR CONDUCT FROM 11
OTHER NATIONS. 12

TO CONDEMN THE ACTIONS OF THE RUSSIAN 16
FEDERATION TAKEN AGAINST THE SOVEREIGN 17
NATION OF UKRAINE AND TO CALL FOR ACTION 18
FROM THE UNITED STATES TO PENALIZE THE 19
RUSSIAN FEDERATION AND DETER SIMILAR 20
CONDUCT FROM OTHER NATIONS. 21

WHEREAS, on February 24, 2022, the Russian Federation launched an 23
unprovoked invasion of the sovereign nation of Ukraine; and 24
25
WHEREAS, the United States has the ability to take economic actions 26
against the Russian Federation and its leaders who are responsible for this 27
unjust invasion of the sove reign nation of Ukraine; and 28
29
WHEREAS, the United States can expel Russian oligarchs, freeze assets 30
of Russian oligarchs and political leaders who supported the invasion of the 31
sovereign nation of Ukraine, and take other similar actions to deter further 32
unprovoked aggression from the Russian Federation against its neighbors and 33
to penalize the Russian Federation for its unjust invasion of the sovereign 34
nation of Ukraine; and 35

WHEREAS, if the United States fails to adequately respond to the 1
actions of the Russian Federation, other countries may be emboldened to take 2
similar actions, such as the People's Republic of China taking similar 3
actions against the democratic nation of Taiwan, 4

NOW THEREFORE, 6
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NIN ETY-THIRD GENERAL 7
ASSEMBLY OF THE STATE OF ARKANSAS: 8

THAT the House of Representatives: 10
(a) Support the people of the sovereign nation of Ukraine and condemn 11
the actions of the Russian Federation taken against the sovereign nation of 12
Ukraine; 13
(b) Call for the United States to expel Russian oligarchs, freeze 14
assets of Russian oligarchs and political leaders who supported the invasion 15
of the sovereign nation of Ukraine, and take all other similar actions that 16
would deter the Russian Federation from furt her unprovoked aggression towards 17
its neighbors and to penalize the Russian Federation for its unjust invasion 18
of the sovereign nation of Ukraine; 19
(c) Call for the United States to place sanctions on Russian oil and 20
other natural resources; 21
(d) Call for the United States to take steps to increase the amount of 22
non-Russian oil available to the United States and other countries, including 23
increasing the production of domestic oil and reauthorizing the Keystone 24
Pipeline; and 25
(e) Support the people of Tai wan and free people everywhere and call 26
on the United States to adequately respond to the Russian Federation’s 27
actions so as to deter others from unprovoked aggression towards their 28
neighbors. 29

BE IT FURTHER RESOLVED THAT upon its adoption, a copy of this resolution be 31
presented to President Joseph Biden; United States Senate Majority Leader 32
Chuck Schumer; United States Senate Minority Leader Mitch McConnell; Speaker 33
of the United States House of Representatives Nancy Pelosi; United States 34
House of Representatives Minority Leader Kevin McCarthy; United States 35
Senators John Boozman and Tom Cotton; and United States Representatives 36 HR1035
