TO CONDEMN THE ACTIO NS OF THE RUSSIAN FE DERATION 10 
TAKEN AGAINST THE SO VEREIGN NATION OF UK RAINE AND TO 11 
CALL FOR ACTION FROM THE UNITED STATES TO PENALIZE 12 
THE RUSSIAN FEDERATI ON AND DETER SIMILAR CONDUCT FROM 13 
OTHER NATIONS.  14

TO CONDEMN THE ACTIO NS OF THE RUSSIAN 18 
FEDERATION TAKEN AGAINST THE SOVEREIGN 19 
NATION OF UKRAINE AND TO CALL FOR ACTION 20 
FROM THE UNITED STATES TO PENALIZE THE 21 
RUSSIAN FEDERATION AND DETER SIMILAR 22 
CONDUCT FROM OTHER NATIONS. 23

 WHEREAS, on February 24, 2022, the Russian Federation launched an 26 
unprovoked invasion of the sovereign nation of Ukraine; and 27 
 28 
 WHEREAS, the United States has the ability to take economic actions 29 
against the Russian Federation and its leaders who are responsible for this 30 
unjust invasion of the sove reign nation of Ukraine; and 31 
 32 
 WHEREAS, the United States can expel Russian oligarchs, freeze assets 33 
of Russian oligarchs and political leaders who supported the invasion of the 34 
sovereign nation of Ukraine, and take other similar actions to deter further 35 
unprovoked aggression from the Russian Federation against its neighbors and 36     	SCR2

to penalize the Russian Federation for its unjust invasion of the sovereign 1 
nation of Ukraine; and 2

 WHEREAS, if the United States fails to adequately respond to the 4 
actions of the Russian Federation, other countries may be emboldened to take 5 
similar actions, such as the People's Republic of China taking similar 6 
actions against the democratic nation of Taiwan, 7 
 8 
NOW THEREFORE, 9 
BE IT RESOLVED BY THE SENATE OF THE NINETY -THIRD GENERAL ASSEMBLY OF THE 10 
STATE OF ARKANSAS, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN: 11 
 12 
 THAT the General Assembly: 13 
 (a)  Support the people of the sovereign nation of Ukraine and condemn 14 
the actions of the Russian Federation taken against the sovereign natio	n of 15 
Ukraine; 16 
 (b)  Call for the United States to expel Russian oligarchs, freeze 17 
assets of Russian oligarchs and political leaders who supported the invasion 18 
of the sovereign nation of Ukraine, and take all other similar actions that 19 
would deter the Russi an Federation from further unprovoked aggression towards 20 
its neighbors and to penalize the Russian Federation for its unjust invasion 21 
of the sovereign nation of Ukraine; 22 
 (c)  Call for the United States to place sanctions on Russian oil and 23 
other natural resources; 24 
 (d)  Call for the United States to take steps to increase the amount of 25 
non-Russian oil available to the United States and other countries, including 26 
increasing the production of domestic oil and reauthorizing the Keystone 27 
Pipeline; and 28 
 (e)  Support the people of Taiwan and free people everywhere and call 29 
on the United States to adequately respond to the Russian Federation’s 30 
actions so as to deter others from unprovoked aggression toward their 31 
neighbors. 32

BE IT FURTHER RESOLVED THAT upon its ado ption, a copy of this resolution be 34 
presented to President Joseph Biden; United States Senate Majority Leader 35
