AN ACT TO REPEAL SEC TION 5 OF ACTS 2021, NO. 568, SO 8 
THAT THE SMALL TOWN ECONOMIC DEVELOPMENT ACT, WHICH 9 
AMENDED THE EXEMPTIO NS TO THE LICENSING REQUIREMENTS 10 
FOR ARCHITECTS, DOES NOT EXPIRE ON DECEMB ER 31, 2023; 11 
AND FOR OTHER PURPOS ES.  12

TO REPEAL SECTION 5 OF ACTS 2021, NO. 16

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 20 
 21 
 SECTION 1.  Section 5 of Acts 2021, No. 568, concerning the review by 22 
legislative committees of the effects of the act on licensing requirements 23 
for architects and concerning the temporary suspension of laws in conflict 24 
with the act, is repealed. 25 
 SECTION 5.  DO NOT CODIFY.  TEMPORARY LANGUAGE AND SUSPENSION OF 26 
CURRENT LAW.  Review and expiration. 27 
 (a)  The effect of this act shall be reviewed by the House Committee on 28 
City, County, and Local Affairs and the Senate Committee on City, County, and 29 
Local Affairs on or before October 10, 2022, to determine if the licensing 30 
requirements for architects and the exemptions for buildings where the total 31 
cumulative and fair market value exceeds a certain dollar amount should 32 
either: 33 
 (1)  Remain at two hundred fifty thousand dollars ($250,000); or 34 
 (2)  Revert to one hundred thousand dollars ($100,000). 35 
 (b)  This act is cumulative of existing laws and shal l not repeal but 36     	HB1005

merely suspend any law in conflict with this act. 1 
 (c)  On and after December 31, 2023, the provisions of law suspended by 2 
this act shall be effective. 3 
 (d)  The expiration of this act shall not affect rights acquired under 4 
it or affect lawsuits then pending. 5
