ACT. 17

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 19 
 20 
 SECTION 1.  Arkansas Code ยง 23 -79-2703(a), concerning coverage for an 21 
ambulance service under the Arkansas Triage, Treat, and Transport to 22 
Alternative Destination Act, is amended to read as follows: 23 
 (a)  On and after January 1, 2024, a A healthcare insurer that offers, 24 
issues, or renews a health benefit plan in this state shall provide coverage 25 
for an ambulance service to : 26 
 (1)  An ambulance service to: 27 
 (A) Treat an enrollee in place if the ambulance service is 28 
coordinating the care of the enrollee through telemedicine with a physician 29 
for a medical-based complaint or with a behavioral health specialist for a 30 
behavioral-based complaint; or 31 
 (B)(2) Triage or triage and transport an enrollee to an 32 
alternative destination if the ambulance service is coordinating the care of 33 
the enrollee through telemedicine with a physician for a medical -based 34 
complaint or with a behavioral health specialist for a behavioral -based 35

 (2)(3) An Treat an enrollee in place if an encounter between an 1 
ambulance service and enrollee that results in no transport of the enrollee 2 
if when: 3 
 (A)  The enrollee declines to be transported against 4 
medical advice; and 5 
 (B)  The ambulance service is coordinating the care of the 6 
enrollee through telemedicine with a physician for a medical -based complaint 7 
or with a behavioral health specialist for a behavioral -based complaint. 8
