AN ACT TO AMEND THE LAW CONCERNING MILITARY -TYPE 9 
CANTEENS AND EXCHANGES; AND FOR OTHER PURPOSES. 10

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 17 
 18 
 SECTION 1.  Arkansas Code § 12-63-404(b), concerning the establishment 19 
and operations of military -type canteens and exchanges, is amended to read as 20 
follows: 21 
(b)(1)  Except as otherwise provided in subdivision (b)(2) of this section, a 22 
military-type canteen and exchange established or operated under this section 23 
is subject to similar procedures, policies, privileges, limitations, and 24 
restrictions governing the canteens and exchanges of the Army and Air Force 25 
Exchange Service, as the Adjutant General may deem advisable, necessary, or 26 
expedient. 27 
 (2)(A) Military-type canteens and exchanges established or operated 28 
under this section shall not sell, trade, exchange, market, or vend 29 
automobiles, household appliances, furniture, building products, motorcycles, 30 
or bicycles. 31 
 (B)  Military-type canteens and exchanges may contract with one (1) or 32 
more automobile rental agencies to provide leased or rented vehicles for use 33 
by uniformed service members, trainees, and other temporary residents of 34 
military reservations. 35

 SECTION 2.  Arkansas Code § 12 -63-406(a), concerning the inventory and 1 
sales of military-type canteens and exchanges, is amended to read as follows: 2 
 (a)  The Adjutant General, acting for and on behalf of the Arkansas 3 
National Guard, may enter into a contract or agreement with military -focused 4 
nonprofits, military -focused nonprofit foundations, or other entities for the 5 
purchase of normally regarded military -type canteen and exchange inventory 6 
items, subject to the limitations prescribed in § 12-63-404. 7 
 8 
 SECTION 3.  Arkansas Code § 12 -63-409 is amended to read as follows: 9 
 12-63-409.  Military-type canteens and exchanges — Use of funds. 10 
 All nonappropriated funds derived from the operation of the Robinson 11 
Maneuver Training Center and the Fort Chaffee Joint Maneuver Training Center 12 
military-type canteens and exchanges under the authority of the Adjutant 13 
General shall be used exclusively for improvements on, to, or for the 14 
Robinson Maneuver Training Center, the Fort Chaffee Joint Maneuver Training 15 
Center, or any other military reservation, armory, or airfield, or for the 16 
general welfare of the units and members of the Arkansas National Guard. 17

 SECTION 4.  Arkansas Code § 12 -63-410(a), concerning the termination of 19 
of the operation of military -type canteens and exchanges, is amended to read 20 
as follows: 21 
 (a)  If the Adjutant General deems it to be in the best interest of the 22 
military forces of this state or of the United States, the Adjutant General 23 
may enter into an agreement or agreements with the Army and Air Force 24 
Exchange Service for the institution, maintenance, and operation by the Army 25 
and Air Force Exchange Service of post exchanges on t he Robinson Maneuver 26 
Training Center or the Fort Chaffee Joint Maneuver Training Center, or both 27 
military properties and military reservations of the Arkansas National Guard	. 28
