HEALTHCARE SERVICES; AND FOR OTHER PURPOSES. 12

TO ALLOW SCHOOL DISTRICTS TO BILL FOR 16 
HEALTHCARE SERVICES; AND TO REQUIRE THE 17 
ARKANSAS MEDICAID PROGRAM TO REIMBURSE 18 
SCHOOL DISTRICTS FOR CERTAIN HEALTHCARE 19 
SERVICES. 20

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 22 
 23 
 SECTION 1.  Arkansas Code § 6 -10-119, concerning Medicaid billing in 24 
school districts, is amended to add an additional subsection to read as 25 
follows: 26 
 (d)(1)  A school district may bill the Arkansas Medicaid Program for 27 
healthcare services provided to a student, including without limitation: 28 
 (A)  Vision screenings; 29 
 (B)  Hearing screenings; and 30 
 (C)  Direct nursing services provided by a licensed 31 
healthcare professional to a student under the supervision of a registered 32 
nurse employed by the school district and listed in the student's 33 
individualized health care plan according to § 6 -18-701, including without 34 
limitation to the extent allowed by federal law: 35 
 (i)  Medication administration; 36    	HB1890

 (iii)  Carbohydrate counting; 2 
 (iv)  Catheterization; 3 
 (v)  Continuous glucose monitoring; 4 
 (vi)  Insulin pump services; 5 
 (vii)  Intramuscular injection; 6 
 (viii)  Intravascular injection; 7 
 (ix)  Subcutaneous injection; 8 
 (x)  Peritoneal dialysis; 9 
 (xi)  Postural drainage; 10 
 (xii)  Tracheostomy care; 11 
 (xiii)  Stoma care; 12 
 (xiv)  Suctioning; 13 
 (xv)  Tube feedings; and 14 
 (xvi)  Wound care. 15 
 (2)  The reimbursement from the program shall be used by the 16 
school districts solely for school nurse services and salaries. 17 
 18 
 SECTION 3.  Arkansas Code Title 20, Chapter 77, Subchapter 1, is 19 
amended to add an additional section to read as follows: 20 
 20-77-154.  School district reimbursement. 21 
 (a)  The Arkansas Medicaid Program shall reimburse a school district 22 
for any of the following healthcare services provided by a licensed 23 
healthcare professional in a school setting to a student who is a 24 
beneficiary: 25 
 (1)  Vision screenings; 26 
 (2)  Hearing screenings; and 27 
 (3)  Direct nursing services provided by a licensed healthcare 28 
professional to a student under the supervision of a registered nurse 29 
employed by the school district and listed in the student's individualized 30 
health care plan according to § 6 -18-701, including without limitation to the 31 
extent allowed by federal law: 32 
 (A)  Medication administration; 33 
 (B)  Blood sugar checks; 34
