SERVICE TO THE STATE OF ARKANSAS. 15

WHEREAS, Herbert M. Scott worked for the Office of Personnel Management 17
from June 25, 1979, until his retirement on January 1, 2020; and 18
19
WHEREAS, Herbert Scott is universally beloved by those in government in 20
the State of Arkansas for his caring, diligence, talent, and warmth; and 21
22
WHEREAS, in his work for the Office of Personnel Management, Herbert 23
Scott handled training critical to performance evaluations, was active with 24
the grievance process, and was a trusted resource for all employees; and 25
26
WHEREAS, Kay Barnhill of the Office of Personnel Management, who worked 27
closely with Herbert Scott during virtually his entire career with the 28
agency, said of his career, "So many people responded to him because they'd 29
had him in class, so he was a familiar face for them all. I put him in tough 30
situations, but he wasn't afraid; he's a very straightforward person. He 31
managed so many employees that have gone through OPM. He rose to a higher ed 32
position, working with colleges and universities, and he was very respected 33
within those halls. In the old days, he did a lot of overtime and late nights 34
during session. Legislators hold him in high respect. Also, he was the 35
historian of our office; he could always go back and find memos or anything 36 HR1091

at all we needed"; and 1

WHEREAS, Kay Barnhill said of Herbert Scott personally, "I used to call 3
Herb my ambassador of goodwill. He was one of those who could effortlessly 4
defuse tense situations. Everybody loved him. Employees talked very, very 5
highly of him. He's affable; he just has this immediate quality that 6
everybody likes. He was very hardworking and never shied away from anything. 7
He was our communicator, and just a fun person", 8

NOW THEREFORE, 10
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY -FIFTH GENERAL 11
ASSEMBLY OF THE STATE OF ARKANSAS: 12

THAT the House of Representatives honor Herbert M. Scott for his 14
service to the State of Arkansas. 15
16
BE IT FURTHER RESOLVED THAT upon adoption, a copy of this resolution be 17
presented to Herbert M. Scott by the Chief Clerk of the House of 18
Representatives. 19
