WHEREAS, Charlotte Thomas has worked for the City of North Little Rock 21
since February 25, 1974; and 22
23
WHEREAS, during Charlotte Thomas's fifty -one (51) years with the City 24
of North Little Rock, she has worked for Mayors Casey Laman, Bob Rosamond, 25
Eddie Powell, Reed Thompson, Patrick Henry Hays, Joe Smith, and Terry 26
Hartwick during both his prior and his current tenure as Mayor of North 27
Little Rock; and 28

WHEREAS, Charlotte Thomas was the first African American to be employed 30
in the office of the Mayor of the City of North Little Rock as part of the 31
executive staff, where she has served during her entire career with the city 32
and represents the mayor by speaking for the mayor during public events when 33
the mayor is not available; and 34

WHEREAS, Charlotte Thomas earned a Bachelor of Arts from Philander 36 HR1103

Smith College and is professionally affiliated with the Scipio A. Jones 1
Alumni Choir, the North Little Rock Census Committee, the Pulaski County 2
School District Study Committee, the North Little Rock City Mission, Anointed 3
Praise Chorale, and Alpha Kappa Alpha Sorority, Inc.; and 4

WHEREAS, Charlotte Thomas's knowledge of processes and gifts in 6
problem-solving help her execute effective solutions with confidence for the 7
residents of North Little Rock; and 8

WHEREAS, Charlotte Thomas said of her workplace, "The innovation, 10
integrity, and people combined all make the City of North Little Rock a great 11
place to work"; and 12

WHEREAS, Charlotte Thomas said of the residents of North Little Rock, 14
"I love helping our citizens. Some citizens do not have any knowledge as to 15
what directions to follow when trying to resolve a problem, so instead of 16
contacting the proper department, they will contact the mayor's office 17
seeking the help of our team"; and 18

WHEREAS, Charlotte Thomas was recognized in 1999 as a Woman of 20
Distinction for Longevity and Faithful Service by the North Little Rock Times 21
during Women's History Month; and 22

WHEREAS, Charlotte Thomas was recognized in 2006 by Stand! News as a 24
Leader Within the Community; and 25
26
WHEREAS, Charlotte Thomas was recognized in 2017 by the National 27
Association for the Advancement of Colored People for Outstanding Services in 28
North Little Rock; and 29

WHEREAS, Charlotte Thomas has a magnetic personality and a heart and 31
passion to help others; and 32

WHEREAS, Charlotte Thomas is the widow of the late Curtis L. Thomas and 34
the very proud mother of Anita Thomas Young, Shelby Thomas, and Damon Thomas, 35
Sr., and is also a very proud grandmother and great -grandmother, 36 HR1103

NOW THEREFORE, 2
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY -FIFTH GENERAL 3
ASSEMBLY OF THE STATE OF ARKANSAS: 4

THAT the House of Representatives recognize Charlotte Thomas on the 6
occasion of her upcoming retirement for her fifty -one (51) years of 7
exceptional service to the City of North Little Rock. 8
9
BE IT FURTHER RESOLVED THAT upon adoption, a copy of this resolution be 10
presented to Charlotte Thomas by the Chief Clerk of the House of 11
Representatives. 12
