AN ACT TO MAKE AN APPROPRIATION FOR EXPENSES FOR THE 9 
ARKANSAS SENATE OF THE NINETY-FIFTH GENERAL ASSMEBLY 10 
FOR THE FISCAL YEAR ENDING JUNE 30, 2025; AND FOR 11 
OTHER PURPOSES. 12

AN ACT FOR THE EXPENSES FOR THE ARKANSAS 16 
SENATE OF THE NINETY -FIFTH GENERAL 17 
ASSEMBLY APPROPRIATION FOR THE 2025 18 
FISCAL YEAR. 19

 21 
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 22 
 23 
 SECTION 1. APPROPRIATION SENATE EXPENSES.  There is hereby 24 
appropriated, to the Arkansas Senate, to be payable from the Constitutional 25 
Officers Fund, for the fiscal year ending June 30, 2025, the following: 26 
      (A) for Mileage Allowances, Per diem, Maintenance and General 27 
Operations and other expenses authorized by law , the sum of ........ $675,000. 28 
      (B) for Salaries of Employees , in a sum not to exceed ........ $650,000. 29 
      (C) for Employer Matching Funds , in a sum not to exceed ....... $75,000. 30

 SECTION 2. SPECIAL LANGUAGE.  NOT TO BE INCORPORATED INTO THE ARKANSAS 32 
CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW.  TRANSFER.  33 
If the Senate Efficiency Committee and the Secretary of the Senate, subject 34 
to approval by the Arkansas Senate, should determine that any item or portion 35 
thereof appropriated herein for a specific purpose is not needed for such 36    	SB1

purpose, the Secretary of the Senate may certify such fact to the State 1 
Auditor and the State Auditor shall cause a transfer to be made from one item 2 
to another. 3

 SECTION 3. COMPLIANCE WITH OTHER LAWS.  Disbursement of funds 5 
authorized by this act shall be limited to the appropriation for such agency 6 
and funds made available by law for the support of such appropriations; and 7 
the restrictions of the State Procurement Law, the General Accounting and 8 
Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 9 
Procedures and Restrictions Act, or their successors, and other fiscal 10 
control laws of this State, where applicable, and regulations promulgated by 11 
the Department of Finance and Administration, as authorized by law, shall be 12 
strictly complied with in disbursement of said funds. 13

 SECTION 4. LEGISLATIVE INTENT.  It is the intent of the General 15 
Assembly that any funds disbursed under the authority of the appropriations 16 
contained in this act shall be in compliance with the stated reasons for 17 
which this act was adopted, as evidenced by the Agency Requests, Executive 18 
Recommendations and Legislative Recommendations contained in the budget 19 
manuals prepared by the Department of Finance and Administration, letters, or 20 
summarized oral testimony in the official minutes of the Arkansas Legislative 21 
Council or Joint Budget Committee which relate to its passage and adoption. 22

 SECTION 5.  EMERGENCY CLAUSE.  It is found and determined by the 24 
General Assembly that the Arkansas Senate of the 95th General Assembly 25 
convenes in Regular Session on January 13, 2025; that expenses of the session 26 
begin immediately; and that the expenses are a just expense of the state 27 
which much be paid at the time services are provided.  Therefore, an 28 
emergency is hereby declared to exist and this Act being necessary for the 29 
immediate preservation of the public peace, health and safety shall be in 30 
full force and effect from and after the date of its passage and approval.  31 
If the bill is neither approved nor vetoed by the Governor, it shall become 32 
effective on the expiration of the period of time during which the Governor 33 
may veto the bill.  If the bill is vetoed by the Governor and the veto is 34 
overridden, it shall become effective on the date the last house overrides 35 
the veto. 36
