BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 23

SECTION 1. Under the authority granted by Arkansas Constitution, 25
Amendment 51, § 19, Arkansas Constitution, Amendment 51, § 6, concerning 26
voter registration application forms, is amended to add an additional 27
subsection to read as follows: 28
(d)(1) The voter registration application form shall be delivered to 29
an applicant with the fields blank. 30
(2) The voter registration application form shall not contain 31
any pre-filled fields on the form unless otherwise required by federal or 32
state law, rule, or regulation. 33
