TO REMEMBER BOB R. BROOKS, JR. AND TO RECOGNIZE HIS 9 
CONTRIBUTIONS TO THE LEGAL PROFESSION, TO THE STATE 10 
OF ARKANSAS, AND TO THE UNITED STATES. 11

TO REMEMBER BOB R. BROOKS, JR. AND TO 15 
RECOGNIZE HIS CONTRIBUTIONS TO THE LEGAL 16 
PROFESSION, TO THE STATE OF ARKANSAS, 17 
AND TO THE UNITED STATES. 18 
 19 
 WHEREAS, Bob R. Brooks, Jr. was born on September 18, 1962, and died on 20 
February 11, 2024; and 21 
 22 
 WHEREAS, Bob R. Brooks, Jr. grew up in Fort Smith, Arkansas, and after 23 
graduating from Southside High School, graduated from the Sam M. Walton 24 
College of Business at the University of Arkansas at Fayetteville; and 25 
 26 
 WHEREAS, Bob R. Brooks, Jr. attended the University of Tulsa College of 27 
Law and served for two (2) years on the Tulsa Law Review before graduating 28 
with his Juris Doctorate in 1987; and 29 
 30 
 WHEREAS, Bob R. Brooks, Jr.'s career as a lifelong public servant began 31 
in Washington, D.C. working as the Chief of Staff for former United States 32 
Congressman Jay Dickey; and 33 
 34 
 WHEREAS, Bob R. Brooks, Jr. returned to his beloved state to serve the 35 
State of Arkansas under Governor Mike Huckabee as the Director of the 36    	SMR1

Arkansas Ethics Commission; and 1

 WHEREAS, Bob R. Brooks, Jr. was called back into national service in 3 
helping to oversee the 2000 Florida recount on behalf of the Bush -Cheney 4 
campaign; and  5 
 6 
 WHEREAS, Bob R. Brooks, Jr.'s institutional knowledge was recognized by 7 
many and he was asked to and served as the Chief of Staff to former 8 
Congressman Jim McCrery; and 9 
 10 
 WHEREAS, Bob R. Brooks, Jr.'s understanding and experience in national 11 
politics was invaluable to others and Bob became a partner at Capitol Counsel 12 
LLC, a Washington, D.C. lobbying and advocacy firm; and 13 
 14 
 WHEREAS, Bob R. Brooks, Jr. worked hard but found time to cheer on the 15 
University of Arkansas at Fayetteville Razorback sports teams and to spend 16 
time golfing and horse racing; and 17 
 18 
 WHEREAS, Bob R. Brooks, Jr.'s heart never left the State of Arkansas 19 
and in 2020 Bob returned to Arkansas to be closer to his family; and  20 
 21 
 WHEREAS, Attorney General Tim Griffin named Bob R. Brooks, Jr. as Chief 22 
Deputy Attorney General in 2023; and 23 
 24 
 WHEREAS, Attorney General Tim Griffin, stated "As my Chief Deputy, he 25 
was unrivaled in his intellect, strength of character, work ethic and love 26 
for Arkansans, our office and the dozens of staff he led and managed"; and  27 
 28 
 WHEREAS, United States Congressman French Hill stated on the floor of 29 
the United States House of Representatives "Bob was a dedicated public 30 
servant who represented all that is good in Arkansas through his 31 
professionalism, his wit, and his great sense of humor"; and 32 
 33 
 WHEREAS, both Attorney General Tim Griffin and Congressman French Hill 34 
counted Bob R. Brooks, Jr. as a dear friend is greatly missed; and 35

 WHEREAS, the building formerly known as the Boyle Building will now be 1 
known as the Bob R. Brooks, Jr. Justice Building and once the renovation is 2 
complete will house the Attorney General and the staff offices as a lasting 3 
tribute to his distinguished career and his impact on the state he deeply 4 
loved; and  5 
 6 
 WHEREAS, while Bob R. Brooks, Jr. cherished his work as a public 7 
servant, he was most proud of serving as "Uncle Bob" to his nephew Ryan 8 
Brooks Curry, and a dedicated son to his parents Bob and Cindy Brooks; and  9 
 10 
 WHEREAS, Bob R. Brooks, Jr. is survived by his parents, his sister, 11 
Sabra Brooks Curry, his great nephew, Rex Grayson Curry, and many other 12 
family members in Fort Smith; and 13 
 14 
 WHEREAS, Bob R. Brooks, Jr. was preceded in death by his brother, Kevin 15 
Patrick Brooks, his grandparents, Prentiss and Pearl Brooks and Joe and 16 
Martha Rowene Jones; and 17 
 18 
 WHEREAS, the United States and the State of Arkansas are blessed to 19 
have been served by Bob R. Brooks, Jr. in his capacity as a loyal and 20 
dedicated public servant, 21 
 22 
NOW THEREFORE,  23 
 24 
BE IT RESOLVED BY THE SENATE OF THE NINETY -FIFTH GENERAL ASSEMBLY OF THE 25 
STATE OF ARKANSAS:  26 
 27 
 THAT the Senate recognize Bob R. Brooks, Jr. for his dedication and 28 
service to the State of Arkansas and to the United States. 29 
 30 
BE IT FURTHER RESOLVED THAT upon adoption, a copy of this resolution shall be 31 
provided by the Secretary of the Senate to Bob and Cindy Brooks. 32
