History Counties have various delegated powers, such as levying and collecting taxes for purposes under its jurisdiction and making contracts to exercise its powers. A county exercises its powers through its boards of supervisors, which is authorized to enter into intergovernmental agreements with cities and towns in certain circumstances, such as to provide emergency fire and medical services (A.R.S. §§ 11-201, 11-251). However, a county board of supervisors is limited in its ability to enter into intergovernmental agreements with the federal government. For example, a county board of supervisors is unable to accept and manage certain federal grant programs, such as the National Resources Conservation Service's Regional Conservation Partnership Program (16 U.S.C. § 58). Provisions 1. Authorizes a county board of supervisors to enter into agreements with federal, state and local governments to enable federal funding of projects to increase water supply and availability. (Sec. 1)
