Description 
 
HB 2111 appropriates $10 million from the state General Fund in FY 2023 to the Department of Child Safety (DCS) for the 
Healthy Families Program. 
 
Estimated Impact 
 
HB 2111 would result in a $10 million cost to General Fund monies to serve an additional 1,500 families in FY 2023. 
 
Analysis 
 
The Arizona Healthy Families program is a home visiting program designed to help prevent child abuse and neglect. The 
Executive Budget request states that increasing funding for the program by $10 million would allow the program to 
expand from roughly 4,000 current families to 5,500 families in FY 2023. According to the Governor's office, $7.5 million is 
for program expansion and the remaining $2.5 million is to replace expiring federal grant money that is unable to be 
renewed.
