Overview 
Appropriates $1 million from the state General Fund (GF) and $2.4 million from Medicaid 
expenditure authority in FY 2023 to the Arizona Health Care Containment System (AHCCCS) for 
incentive payments for increasing enrollee six-week postpartum visit rates.  
History 
AHCCCS is Arizona's Medicaid program, established by Laws 1981, 4th Special Session, Ch. 1. 
AHCCCS is jointly funded by the federal and state governments to provide health care for 
individuals and families who qualify based on income level. 
According to the AHCCCS Medical Assistance Eligibility Policy Manual, when a woman reports 
that she is pregnant, she may qualify for the Pregnant Woman program. If she qualifies, coverage 
continues through her postpartum period even if her income later increases. Pregnant women do 
not have to pay copayments. 
During the postpartum period, eligibility is reviewed to see if the woman qualifies for any other 
AHCCCS Medical Assistance program. The postpartum period begins the date the pregnancy 
ends and concludes on the last day of the month in which the 60th day falls following the date the 
pregnancy ends. 
Provisions 
1. Appropriates $1,000,000 from the state GF and $2,448,275 from Medicaid expenditure 
authority in FY 2023 to AHCCCS for incentive payments for increasing enrollee six-week 
postpartum visit rates. (Sec. 1)
