Overview 
Modifies eligibility requirements for county jail education programs. Appropriates $114,000 to fund 
county jail education programs.  
History 
Statute requires county jails to offer an education program to all prisoners who are: 
1) under 18 years of age; or  
2) under 21 years of age with disabilities (A.R.S. § 15-913.01). 
A county may operate its county jail education program through an accommodation school, or the 
county school superintendent may establish a county jail education fund to financially support the 
program (A.R.S. § 15-913.01). 
The base and variable amount for each county served must be funded with state General Fund 
(GF) monies. The county superintendent must submit payment claims to the superintendent of 
public instruction. The county school superintendent must deposit the payments in the respective 
county jail education fund (A.R.S. § 15-913.01). 
Provisions 
1. Expands county jail education program eligibility to include all prisoners who:  
a) are under the age of 21; and  
b) do not have a high school diploma or a general equivalency diploma. (Sec. 1) 
2. Appropriates $114,000 from the state GF to the superintendent of public instruction for FY 
2023. (Sec. 2)   
3. Specifies that the funds are distributed to county school superintendents to fund county jail 
education programs. (Sec. 2)  
4. Makes technical changes. (Sec. 1)
