Overview 
Prohibits a governmental entity from requiring, without parental consent, a minor to receive a 
vaccination for COVID-19 or any variant of COVID-19. 
History 
Coronaviruses are a family of viruses that can cause illnesses such as the common cold, severe 
acute respiratory syndrome (SARS) and Middle East respiratory syndrome (MERS). A novel 
coronavirus is a new coronavirus that has not been previously identified. The novel coronavirus 
(SARS-CoV-2), has caused a worldwide pandemic of respiratory illness called COVID-19.   
Provisions 
1. Repeals statute relating to vaccine passport prohibitions. (Sec. 1) 
2. Prohibits a governmental entity from requiring a person under age 18, without parent or 
guardian consent, to receive a vaccination for COVID-19 or any variant of COVID-19. (Sec. 
2) 
3. Applies a class 1 misdemeanor to a violation of the provisions. (Sec. 2) 
4. Authorizes the county attorney to prosecute any violation of the provisions. (Sec. 2) 
5. Allows this Act to be cited as the Health Care Freedom Act. (Sec. 3) 
6. Defines governmental entity. (Sec. 2)
