Overview 
Appropriates $4,000,000 to the State Treasurer in FY 2023 for a rural county interoperability 
communications system for public safety agencies.  
History 
The FY 2022 budget appropriated $1,500,000 to the State Treasurer for the costs of implementing 
a rural county interoperability communication system that meets specified minimum security and 
encryption standards. This appropriation was divided between the Gila County Sheriff, Graham 
County Sheriff, Greenlee County Sheriff and Pinal County Sheriff. These law enforcement 
agencies are required to submit a report containing all expenditures made in FYs 2021, 2022 and 
2023 to the Joint Legislative Budget Committee prior to November 1 of the following year (Laws 
2021, Chapter 408 § 89).  
Provisions 
1. Appropriates $3,980,000 from the state General Fund in FY 2023 to the State Treasurer for a 
rural county interoperability communication system. (Sec. 1) 
2. Allocates the appropriation to the sheriffs of the following counties:  
a) $100,000 to Apache County; 
b) $225,000 to Cochise County; 
c) $225,000 to Coconino County; 
d) $225,000 to Gila County; 
e) $375,000 to Graham County; 
f) $100,000 to Greenlee County; 
g) $150,000 to La Paz County; 
h) $1,000,000 to Maricopa County; 
i) $750,000 to Mohave County; 
j) $230,000 to Navajo County; 
k) $250,000 to Pinal County; and 
l) $350,000 to Yavapai County. (Sec. 1) 
3.   Requires the communications system meet specified security and encryption standards. (Sec. 
1)
