Overview
Establishes the Election Integrity Fund (Fund).
History
The State Treasurer is tasked with receiving and keeping in secure custody all monies that belong
to the state. Additionally, the State Treasurer is required to keep an account of all monies that
are received and disbursed and keep separate accounts of the appropriations of money and the
different funds (A.R.S. § 41-172).
Provisions
1. Repeals statute relating to the Fund. (Sec. 1)
2. Establishes the Fund that consists of legislative appropriations. (Sec. 2)
3. Specifies that the State Treasurer must administer the Fund. (Sec. 2)
4. Stipulates that the monies in the Fund must only be used to pay county recorders for
cybersecurity measures, election security and improvements, including for additional staffing.

5. Directs county recorders to apply for monies from the Fund and the State Treasurer to make
payments from the Fund upon review and approval. (Sec. 2)
6. Repeals session law relating to the appropriation for the Election Integrity Fund. (Sec. 3)
7. Appropriates $12 million from the state General Fund in FY 2023 to the Fund. (Sec. 4)
8. States that monies in the Fund and the General Fund appropriation are exempt from statute
relating to lapsing of appropriations. (Sec. 2, 4)
