Summary of the Strike-Everything Amendment to HB 2624 
Overview 
Requires the Economic Estimates Commission (EEC) to determine and inform all counties, cities 
and towns (municipalities) in Arizona of its minimum law enforcement expenditure amount 
(amount).  Specifies consequences for municipalities that fail to meet the amount.  
History 
The EEC is required to determine and report the following to the Legislature before January 15th 
each year:  
1) The estimated total personal income in Arizona for the next fiscal year;  
2) The estimated total personal income in Arizona for the current fiscal year;  
3) The estimated percentage change per capita of estimated total personal income in Arizona 
for the next fiscal year; and  
4) The estimated per capita personal income in Arizona for the current fiscal year (A.R.S § 
41-562).  
Provisions 
1. Requires the EEC to determine the minimum amount required by the Arizona constitution for 
each municipality. (Sec. 1)  
2. Stipulates the EEC must report the following to each municipality prior to April 1st each year:  
a) The total population of a municipality as of July 1st of the previous year; 
b) The estimated difference in gross domestic product (GDP) deflator between the previous 
and current fiscal year; and 
c) The amount for each municipality for the following fiscal year;  
3. Outlines the formula the EEC must use to determine the amount. (Sec. 1)  
4. Requires the Auditor General (AG) to hold a hearing to determine if any municipality failed to 
meet the amount. (Sec. 2)  
5. States that the AG must notify the State Treasurer of the total sum a municipality failed meet 
the amount. (Sec. 2)  
6. States that the State Treasurer must withhold the total sum a municipality fails to fund the 
amount from a municipality's transaction privilege and excise tax revenue, and redistribute the 
withheld sum to other municipalities. (Sec. 2) 
7. Contains a conditional enactment clause. (Sec. 3)
