Summary of the Strike-Everything Amendment to HB 2674 
 
Overview 
Establishes the Housing Supply Study Committee (Study Committee). 
History 
The Arizona Department of Housing (ADOH) administers programs to address housing issues 
facing the state, including housing issues of low- and moderate- income families, housing 
affordability, special needs populations and decaying housing stock. Additionally, ADOH conducts 
related research at the request of the Governor, Legislature or state or local agencies (A.R.S. § 
41-3953). 
The Director of ADOH is appointed by the Governor and confirmed by the Senate (A.R.S. § 41-
3952). 
Provisions 
1. Establishes the Study Committee that consists of the Director of ADOH or their designee, five 
members appointed by the Speaker of the House of Representatives and four members 
appointed by the President of the Senate. (Sec. 1) 
2. Details items for the Study Committee to review, compile and solicit. (Sec. 1) 
3. Directs the Study Committee, by December 31, 2022, to submit a report of its findings and 
recommendations to the Speaker of the House of Representatives, President of the Senate 
and Director of ADOH. (Sec. 1) 
4. Repeals the Study Committee on July 1, 2023. (Sec. 1) 
5. Appropriates $300,000 from the state General Fund in FY 2023 to the Study Committee. (Sec. 
2) 
6. Contains an emergency clause. (Sec. 3)
