Purpose
An emergency measure that establishes the Housing Supply Study Committee (Study
Committee).
Background
The Arizona Department of Housing (ADOH) is responsible for establishing policies,
procedures and programs under its authorization to address the affordable housing issues
confronting Arizona, including housing issues of low-income families, moderate income families,
housing affordability, special needs populations and decaying housing stock. Among other things,
ADOH must provide to qualified housing participants and political subdivisions of Arizona
financial, advisory, consultative, planning, training and educational assistance for the development
of safe, decent and affordable housing, including housing for low and moderate income households
(A.R.S. ยง 41-3953).
There is no anticipated fiscal impact to the state General Fund associated with this
legislation.
Provisions
1. Establishes the Study Committee consisting of the following members:
a) two members of the Senate who are appointed by the President of the Senate (Senate
President) and who are of different political parties, with one member being designated as
Cochairperson;
b) two members of the House of Representatives who are appointed by the Speaker of the
House of Representatives (House Speaker) and who are of different political parties, with
one member being designated as Cochairperson;
c) the Director of ADOH or the director's designee;
d) two representatives of the building industry appointed by the House Speaker, with one
representing rental housing and one representing the sale of housing;
e) two representatives from a city, town or a statewide organization that represents cities and
towns who are appointed by the Senate President;
f) one member who represents a trade association whose membership exceeds 50,000 real
estate licensees who is appointed by the House Speaker; and
g) one representative from a statewide nonprofit housing advocacy group who is appointed
by the Senate President.
2. Requires the Study Committee to:
a) meet as often as the Cochairpersons deem necessary;
b) review data on the scope of housing supply and access; FACT SHEET

c) compile an overview of ways to address Arizona's housing shortage and to mitigate its
causes;
d) solicit ideas and opinions of industry and subject matter experts and the community on
additional recommendations; and
e) by January 1, 2023, submit a final report regarding the Study Committee's findings that
will foster a positive housing supply in Arizona to the House Speaker and Senate President
and provide a copy of the report to the Secretary of State.
3. Repeals the Study Committee on July 1, 2023.
4. Becomes effective on signature of the Governor, if the emergency clause is enacted.
