Overview 
Specifies that early ballot and active early voter list request forms must only be distributed by a 
political party, county recorder or election official. 
History 
Current statute allows a candidate, political committee or other organization to distribute early 
ballot and active early voter request forms to voters.  If these forms include a printed address for 
return, the addressee must be the political subdivision that will conduct the election. All original 
and completed early ballot and active early voter list request forms that are received by a 
candidate, political committee or other organization must be submitted within a specified time 
period outlined in statute (A.R.S. §§ 16-542, 16-544). 
Provisions 
1. States that the county recorder may not use the signature from a signed preprinted request 
to amend a voter's registration information or request for an early ballot as the most recent 
example for subsequent comparison if the submittal is on a printed card, document or other 
form that is not an official form printed by the county recorder or other officer in charge of 
elections. (Sec. 1) 
2. Stipulates that only a political party, county recorder or election official may distribute early 
ballot or active early voter list request forms to voters. (Sec. 2, 3) 
3. Specifies that early ballot and active early voter list request forms are received by a political 
party. (Sec. 2, 3) 
4. Makes technical and conforming changes. (Sec. 2, 3)
