Overview 
Expresses the formal application of the Arizona Legislature to the United States (U.S.) Congress 
for an Article V convention. 
History 
Article V of the U.S. Constitution authorizes the states to propose amendments to the Constitution 
provided certain requirements are followed. In order to amend the U.S. Constitution, two-thirds of 
the several state legislatures must submit an application and call a convention for proposing 
amendments. These amendments then shall be valid to all intents and purposes as part of the 
Constitution. 
Provisions 
1. States that the Arizona Legislature formally applies to the U.S. Congress to call a convention 
to propose an amendment to the U.S. Constitution to set a limit on the number of terms a 
person may be elected as a member of the U.S. House of Representatives and Senate.  
2. Directs the Secretary of State to transmit copies of this Resolution to the following people 
requesting their cooperation:  
a)   President of the U.S. Senate; 
b)   Speaker of the U.S. House of Representatives; 
c)   Secretary of the U.S. Senate; 
d)   Clerk of the U.S. House of Representatives; 
e)   Chairperson of the House Committee on Judiciary; 
f)    Each member of Congress from Arizona; and 
g)   The presiding officer of each legislative house in each state.  
 
3. Stipulates that this application is considered as covering the same subject matter as the    
applications from other states to call a convention to set term limits for a person elected to the 
U.S. House of Representatives and Senate.   
 
4. Instructs this application to be aggregated with the other state applications for the purpose of 
attaining the two-thirds of states necessary to require Congress to call a limited convention 
for the purpose of setting term limits for members of Congress. 
 
5. Prohibits this application from being aggregated with any other application on any other 
subject. 
 
6. Specifies that this application constitutes a continuing application in accordance with Article 
V of the U.S. Constitution until the legislatures of at least two-thirds of the states have made 
the same application.
