SUBJECT: Strike everything amendment to S.B. 1181, relating to Cottonwood; infrastructure; 
appropriation
 
Purpose 
 Appropriates $6,142,800 from the state General Fund (state GF) in FY 2023 to the Arizona 
Department of Transportation (ADOT) to distribute to the City of Cottonwood to construct and 
improve former State Route 279 (SR-279). 
Background 
 ADOT is responsible for the design and construction of state public transportation systems 
and the maintenance and operation of state highways in Arizona (A.R.S. § 28-332). ADOT may 
contract and do all things necessary to secure the full benefits available to Arizona for 
transportation purposes under federal law and, in doing so, ADOT may cooperate with: 1) federal, 
state and local government agencies; 2) Indian tribes; 3) private and public organizations; and  
4) private individuals. ADOT may exchange federal monies with local governments in order to 
receive local monies and may include additional federal monies in the exchange to offset the 
matching costs required of local governments (A.R.S. § 28-334). 
SR-279 is located on the southeastern end of the City of Cottonwood (ADOT). 
The strike-everything amendment to S.B. 1181 appropriates $6,142,800 from the state GF 
in FY 2023 to ADOT.  
Provisions 
1. Appropriates $6,142,800 from the state GF in FY 2023 to ADOT to distribute to the City of 
Cottonwood to construct and improve former SR-279. 
 
2. Becomes effective on the general effective date.
