Overview 
Modifies the criteria for voter registration cancellations, active early voting list regulations and 
violations associated with illegal voting.  
History 
The county recorder is required to cancel a voter registration: 
1) At the request of the registered person; 
2) When the county recorder knows of the death of the registered person; 
3) If the person has been adjudicated an incapacitated person; 
4) When the registered person has been convicted of a felony and the judgment of 
conviction has not been set aside or reversed; 
5) On production of a certified copy of a judgment directing the cancellation to be made; 
6) Promptly after the election if the registered person has applied for a ballot to vote in a 
presidential election after moving from the state; 
7) When a person has been on the inactive voter list and has not voted within the 
prescribed time periods; 
8) When the county recorder receives written information from the registered person of a 
change of residence out of county and the person has not returned a new registration; 
or 
9) When the county recorder receives written information from the registered person that 
the person has a change of address outside of the county (A.R.S. § 16-165). 
A voter may submit a written request to be included on the Active Early Voting List (AEVL) to 
receive an early ballot by mail. The voter must be in Arizona for the purpose of the AEVL, unless 
the voter is serving in the U.S. armed forces. The county recorder must then compare the 
signature on the request form with the voter's signature on the voter's registration form. If the 
request is from the voter, then he or she will be placed on the AEVL. The voter will receive an 
election notice by mail at least 90 days before any polling place election scheduled in March or 
August and then receive an early ballot automatically by mail for any election (A.R.S. § 16-544).  
Provisions 
1. Requires a county recorder to cancel a voter's registration when the county recorder receives 
confirmation from another county recorder that the person registered has registered to vote in 
that other county. (Sec. 1) 
2. Instructs a county recorder to cancel a voter's registration pursuant to statute when notified 
and confirmed that the voter has registered to vote in a different county by that other county.

3. Directs a person who receives an early ballot for a former resident, without voting or signing, 
to write not at this address on the envelope and place it in a United States Postal Service 
collection box or other mail receptacle. (Sec. 2) 
4. Maintains that upon receipt of the early ballot the county recorder must proceed in the manner 
pursuant to statute relating to contacting the voter at the voter's new residence address. (Sec. 
2) 
5. Stipulates that a county recorder must remove a person from AEVL when confirmed by that 
other county that the voter has registered to vote in a different county. (Sec. 2) 
6. States that a county recorder must remove a person from AEVL, pursuant to statute, if credible 
information is received that the voter has registered to vote in a different county and confirmed 
by that other county. (Sec. 2) 
7. Adds a violation that constitutes a class 5 felony as a person who knowingly provides a 
mechanism for voting to another person who is registered in another state, including by 
forwarding an early ballot addressed to the other person.  (Sec. 3) 
8. Makes technical and conforming changes. (Sec. 1-3)
