declared a minimum speed limit of more than 25 miles per hour, except when crossing at
a highway intersection;
b) operating, on roadways within the boundaries of a public airport without express

edge of the highway, except when preparing for a left hand turn;
b) turn off the roadway, on a highway with two travel lanes, to a controlled stop as soon as
practicable and when it is safe to do so to allow faster moving vehicles to pass when
passing is unsafe because of traffic in the opposite direction or other conditions, while
