FACT SHEET FOR S.B. 1467 
 
AHCCCS; drug treatment; testing; reporting 
Purpose 
 Requires Arizona Health Care Cost Containment System (AHCCCS) contractors to 
implement random semimonthly DNA-matched drug testing for members who have graduated 
from a substance use disorder treatment program funded by AHCCCS within the last six months.  
Background 
 AHCCCS substance use disorder treatment services are funded through the Substance Use 
Disorder Services Fund (Fund), which consists of appropriated monies, gifts or donations to the 
Fund and interest earned on those monies. Using monies from the Fund, AHCCCS must enter into 
agreements with contractors for substance use disorder services (A.R.S. ยง 36-2930.06).  
 There is no anticipated fiscal impact to the state General Fund associated with this 
legislation. 
Provisions 
1. Requires AHCCCS contractors to implement random semimonthly DNA-matched drug 
testing, including testing for psychotropic medications, for members who have graduated from 
an AHCCCS-funded treatment program within the last six months, unless the member is on 
probation or parole.  
2. Requires, beginning October 1, 2023, AHCCCS to submit an annual report to the Governor, 
the President of the Senate, the Speaker of the House, the Chairpersons of the Health and 
Human Services committees in the Senate and the House of Representatives and the Secretary 
of State regarding AHCCCS-funded substance use disorder treatment programs.  
3. Requires the annual report to include: 
a) the total number of graduated members and their employment status; 
b) the percentage of graduated members who relapsed within the six-month tracking period; 
c) the number of graduated members who are the subjects of Department of Child Safety 
oversight, including the number of those members who are parents engaged in reunification 
or have been reunified with their children; 
d) the number of graduated members who returned to an AHCCCS-funded drug treatment 
program within six months of graduation; 
e) the number of graduated members who are enrolled in school, full-time or part-time; 
f) the number of graduated members who are enrolled in job skills training; 
g) the number of graduated members who are housed and have their own lease or mortgage; 
h) the number of graduated members who live with a family member or friend; and 
i) the number of graduated members who identify as homeless.  FACT SHEET

4. Becomes effective on the general effective date.
