                    Assigned to HHS FOR COMMITTEE

ARIZONA STATE SENATE
Fifty-Fifth Legislature, Second Regular Session

REVISED
FACT SHEET FOR S.B. 1467

AHCCCS; drug treatment; testing; reporting
Purpose
Requires Arizona Health Care Cost Containment System (AHCCCS) substance use
treatment contractors to implement random semi-monthly DNA-matched drug testing for the first
six months after a member graduates from a treatment program.
Background
The Substance Use Disorder Treatment Services (Fund) is established under AHCCCS,
consisting of appropriated monies, gifts or donations to the Fund and interest earned on those
monies. Using monies from the Fund, AHCCCS must enter into agreements with contractors for
substance use disorder services (A.R.S. ยง 36-2930.06).
An AHCCCS contractor is a person or entity that has a prepaid capitated contract with the
administration to provide health care to members or persons either directly or through subcontracts
with providers.
If there is an increased cost associated with implementing random drug testing, there may
be a fiscal impact to the state General Fund.
