Overview 
Creates the Arizona Health Care Cost Containment System (AHCCCS) Recovery Support and 
Accountability Program (Program) to incentivize providers to increase successful recovery by 
monitoring and supporting members. Contains a conditional enactment clause.  
History 
Established in 1981, AHCCCS is Arizona's Medicaid program that oversees contracted health 
plans for the delivery of health care to individuals and families who qualify for Medicaid and other 
medical assistance programs. Through contracted health plans across the state, AHCCCS 
delivers health care to qualifying individuals including low-income adults, their children or people 
with certain disabilities.  
Statute outlines the covered health and medical services offered to AHCCCS members, including: 
1) inpatient hospital services; 2) outpatient health services; 3) laboratory and X-ray services; 4) 
prescription medications; 5) medical supplies, durable medical equipment, insulin pumps and 
prosthetic devices; 6) treatment of medical conditions of the eye; 7) early and periodic health 
screening and diagnostic services; 8) family planning services; 9) podiatry services; 10) 
nonexperimental transplants; 11) emergency dental care; 12) ambulance and non-ambulance 
transportation; 13) hospice care; and 14) orthotics (A.R.S. § 36-2907). 
The AHCCCS Director administers the Substance Use Disorder Services Fund (Fund) which 
consists of appropriated monies, any gifts or donations to the Fund and interest earned on those 
monies. AHCCCS uses this fund to enter into agreements with contractors for substance use 
disorder services. Statute prescribes requirements for these agreements (A.R.S. § 36-2930.06). 
Provisions 
1. Creates, subject to approval by the U.S. Centers for Medicare and Medicaid Services (CMS), 
the AHCCCS Program to incentivize providers to monitor and support members and increase 
successful recovery. (Sec. 1) 
2. Incentivizes AHCCCS substance use treatment providers to implement transitional supports, 
including random semi-monthly DNA-matched drug testing for the first six months after a 
member graduates from an AHCCCS-funded treatment program, unless the member is on 
probation or parole. (Sec. 1) 
3. Requires drug testing to occur at least two times each month for six months immediately 
following graduation from the treatment program and include testing for psychotropic 
medications. (Sec. 1)

4. Requires, beginning October 1, 2023, and annually thereafter, AHCCCS to submit a report to 
the Governor, President of the Senate, Speaker of the House of Representatives and the 
Chairpersons of the Health and Human Services Committees in the Senate and the House of 
Representatives and provide a copy to the Secretary of State. (Sec. 1) 
5. Outlines the information to be included in the report for the preceding year relating to 
AHCCCS-funded substance use disorder treatment programs. (Sec. 1) 
6. Conditions the enactment of the AHCCCS Program upon CMS approval by October 1, 2025.

7. Requires AHCCCS to notify the Director of Legislative Council in writing by October 1, 2025, 
either of the date the condition was met or not met. (Sec. 1)
