Assigned to APPROP AS PASSED BY COW ARIZONA STATE SENATE Fifty-Fifth Legislature, Second Regular Session AMENDED FACT SHEET FOR S.B. 1536 appropriation; home; community based services (NOW: appropriation; community based services) Purpose Appropriates $1,500,000 from the state General Fund (state GF) in FY 2023 to the Department of Economic Security (DES) to distribute to area agencies on aging (AAAs) for home and community-based services. Background DES is separated into seven divisions, including the Division of Aging and Adult Services. DES administers employment services, individual and family services, income maintenance services, rehabilitation services, administrative services, manpower planning, economic opportunity services, intellectual disability and other developmental disability programs and nonmedical home and community-based services (A.R.S. § 41-1954). The Division of Aging and Adult Services contracts with organizations to provide homeless and domestic violence shelter services, resources for older adults, hunger relief through the state’s regional food banks and other community action programs and services. AAAs are public or nonprofit private agencies that are designated by the state to help elderly Arizonans. AAAs plan and coordinate services at the local level, advocate for older adults and offer information on programs, options and community supports (DES). S.B. 1536 appropriates $1,500,000 from the state GF in FY 2023 to DES. Provisions 1. Appropriates $1,500,000 from the state GF in FY 2023 to DES to distribute to AAAs for home and community-based services. 2. Exempts the appropriation from lapsing. 3. Declares the Legislature's intent that the appropriation be considered ongoing funding. 4. Becomes effective on the general effective date.
