Description 
 
SB 1626 would establish a Prevention of Sexual Misconduct on Campus Task Force, which would develop and annually 
update a base survey regarding incidents of sexual misconduct at universities and community colleges. 
 
Estimated Impact 
 
We estimate that the universities and community colleges would incur administrative expenses for the Task Force, 
developing and distributing the base survey, and compiling the results into an annual report. We estimate these 
administrative costs at $1 million to $2 million annually. This estimate does not include one-time costs of developing the 
base survey and establishing Task Force procedures. 
 
The Arizona Community College Coordinating Council (AC4) estimates that the cost for community colleges would be $1.0 
million for 6.5 FTE positions. The Arizona Board of Regents (ABOR) estimates a rough cost of $80,000 to develop the base 
survey and suggested that the universities should estimate staff and administrative expenses. We have not yet received 
estimates on staff and administrative expenses from the universities. We cannot verify these estimates. 
 
Analysis 
 
The Prevention of Sexual Misconduct on Campus Task Force would consist of 16 members, including an executive 
representative from a university, an executive representative from a community college district, and a Title IX 
coordinator. 
 
In addition to ABOR's estimate that developing or purchasing the base survey could cost roughly $80,000, the community 
colleges and universities would also incur costs for staff time to participate on the Task Force and administer the base 
survey. 
 
The AC4 estimates that the staff cost to participate on the Task Force and administer the base survey would be 6.5 FTEs 
and $1,047,200 each year. The universities have not yet provided a cost estimate for staff and administration. 
 
In total, we estimate that the bill would cost between $1.0 million and $2.0 million each year.
