SB 1651: serious mental illness; annual report

Overview 
Establishes annual reporting requirements for the Arizona Health Care Cost Containment System 
(AHCCCS) regarding individuals living with a serious mental illness (SMI). 
History 
Statute requires AHCCCS to annually report to the Joint Legislative Budget Committee (JLBC) 
on each fiscal year (FY) Medicaid and non-Medicaid behavioral health expenditures, including 
behavioral health demographics that include: 1) client income; 2) utilization and expenditures; 3) 
medical necessity oversight practices; 4) tracking of high-cost beneficiaries; 5) mortality trends; 
6) placement trends; 7) program integrity; and 8) access to services (A.R.S. § 36-3415).  
Provisions 
1. Directs AHCCCS to annually report the following information relating to individuals with a SMI: 
a) Annual mortality; 
b) Complaints received from individuals with a SMI or their representatives regarding access 
to services, including accommodations, by geographic service area (GSA) and eligibility 
category;  
c) Enrollment, demographics and per capita expenditures by GSA and eligibility category; 
d) Per capita expenditures by service type and eligibility category; and 
e) Average length of stay and readmission rates by eligibility category for the following 
settings: 
i. Level I; 
ii. Level II; and 
iii. Behavioral health residential facilities. (Sec. 1) 
2. Specifies that the AHCCCS report include demographics by GSA and eligibility category, 
including: 
a) Age; 
b) Gender; 
c) Race; 
d) Student status; 
e) Employment; 
f) Percentage incarcerated in the preceding year; 
g) Percentage who are homeless; 
h) Type of disability, such as deaf, hard of hearing or deafblind; and 
i) Accommodations requested and provided. (Sec. 1)

3. Requires AHCCCS to report per capita expenditures by GSA and eligibility category for the 
following: 
a) The number receiving services; 
b) Per capita expenditures; and 
c) The number receiving services and per capita costs per service category. (Sec. 1) 
4. Specifies that the AHCCCS report include by service type and eligibility category for the 
following: 
a) Support services; 
b) Inpatient services; 
c) Pharmacy; 
d) Rehabilitation services; 
e) Treatment services; 
f) Medical services; and 
g) Crisis intervention services. (Sec. 1) 
5. Requires the AHCCCS report, beginning with information from FY 2023 and annually 
thereafter, to include for individuals living with a SMI by GSA: 
a) The number of individuals who are on a waitlist maintained by AHCCCS or its contractors 
for a type of housing and the length of time that each individual was on the waitlist; and 
b) The criteria and process that AHCCCS or its contractors use to assign an individual to the 
housing waitlist or to move an individual up or down the waitlist in prioritizing housing 
placement. (Sec. 1) 
6. Requires the report to be in a substantially comparable format as the FY 2015 annual report 
submitted by the Department of Health Services (DHS). (Sec. 1) 
7. Directs AHCCCS and DHS to enter into a data sharing agreement for the purposes of vital 
records information necessary for the report. (Sec.1) 
8. Directs AHCCCS to annually report the specified data and information to JLBC and the 
Chairpersons of the Health and Human Services Committee of the Senate and House of 
Representatives or their successor committees. (Sec. 1)
