Overview
Establishes the Antihuman Trafficking Grant Fund (ATGF) and appropriates $10,000,000 to the
ATGF.
History
The Arizona Department of Homeland Security (AZDOHS) formulates plans and programs to
enhance the ability of Arizona to prevent and respond to acts of terrorism and other critical
hazards. AZDOHS provides regional and statewide homeland security strategy, and it coordinates
and disburses federal homeland security grant program resources (A.R.S. § 41-4254).
Provisions
1. Establishes the ATGF to be administered by AZDOHS. (Sec. 1)
2. Instructs AZDOHS to distribute monies in the ATGF to law enforcement agency programs that
meet specified requirements to reduce human trafficking in Arizona. (Sec. 1)
3. Directs an antihuman trafficking program to use private contractors and to provide training,
analysis and discovery tools to law enforcement agencies in Arizona to:
a) Detect and track human trafficking networks and facilitators with technology and
quantifiable data;
b) Reduce the number of staff hours needed to investigate leads by 50% via the use of tools
developed by the contractor; and
c) Foster interagency collaboration by mapping a greater number of transnational criminal
organizations to develop evidence in a shorter period of time. (Sec. 1)
4. Appropriates $10,000,000 from the state General Fund in FY 2023 to the ATGF. (Sec. 2)
5. Exempts the appropriation to the ATGF from lapsing. (Sec. 2)
6. Allocates $2,000,000 of the ATGF's monies to the Arizona Counter Terrorism Information
Center housed within Department of Public Safety for antihuman trafficking operations. (Sec.
2)
7. Allocates $8,000,000 of the ATGF's monies to be awarded as grants to municipal and county
law enforcement agencies to reduce human trafficking. (Sec. 2)
8. Limits grants to law enforcement agencies to $500,000 per agency. (Sec. 2)
