Assigned to ED FOR COMMITTEE ARIZONA STATE SENATE Fifty-Sixth Legislature, First Regular Session FACT SHEET FOR H.B. 2057 classroom-based preparation program; employment Purpose Requires a school district or charter school to classify a teaching certificate candidate enrolled in a classroom-based preparation program as a paid employee. Background A school district or charter school may apply to the State Board of Education (SBE) to provide a classroom-based preparation teacher program according to SBE rules. The SBE must issue a classroom-based standard teaching certificate on a school district's or charter school's verification that an applicant completed the program and: 1) demonstrates subject and professional knowledge; 2) has made satisfactory progress and achievement with students; and 3) meets any additional requirements the school district or charter school prescribes. A teacher of courses or subjects tested by the statewide assessment must be in the classroom for at least two years and student data must confirm that the teacher's students are performing at grade level or demonstrate one year of academic growth at the same rate as the state average for their peer groups. A school district or charter school may employ and enroll in a classroom-based preparation program any candidate with a bachelor's degree who meets background and fingerprint clearance card (FPCC) requirements. A candidate who is enrolled in a bachelor's degree program and meets the background and FPCC requirements may also be enrolled, subject to limitations on the candidate's responsibilities (A.R.S. ยง 15-553). The Joint Legislative Budget Committee fiscal note states that there would not be a fiscal impact to the state General Fund as there are no funding formula modifications and that there would be minimal to no impact to school districts and charter schools as the requirement codifies current practice (JLBC fiscal note). Provisions 1. Requires a school district or charter school to classify, as a paid employee, each teaching certificate candidate enrolled in a classroom-based preparation program provided by the school district or charter school. 2. Makes technical and conforming changes. 3. Becomes effective on the general effective date.
