History Under current law the Scholarship, administered by ABOR, is awarded to the spouse of an honorably discharged veteran. ABOR awards the Scholarship, on a first-come first-serve basis, in an amount equal to the tuition and mandatory fees charged by the university or community college which the spouse is enrolled in (A.R.S. § 15-809). Provisions 1. Broadens the scholarship to include the surviving spouse who has not remarried of an honorably discharged veteran is eligible to receive the scholarship. (Sec. 1) 2.
