Purpose 
Requires the Legislative Council to use a font color other than black when preparing or 
revising temporary law for bills and amendments.  
Background 
The Legislative Council is a statutory committee that consists of the President of the 
Senate, the Speaker of the House of Representatives and six members from each legislative 
chamber (A.R.S. § 41-1301). The Legislative Council Staff must: 1) provide bill drafting and 
research to the Legislature; 2) procure information at the request of members; 3) prepare or revise 
bills and other legislative measures; and 4) prepare and issue styles and forms for drafting bills, 
amendments and other legislative measures. The styles and forms for drafting amendments must 
be developed and adopted in consultation and cooperation with the Senate and the House of 
Representatives (A.R.S. § 41-1304).  
The Arizona Legislative Bill Drafting Manual is the manual of form and style that 
legislative staff uses to prepare bills and other legislative proposals. Temporary law may appear in 
small type as a statutory note following a statutory law for the purpose of making a historical 
record of provisions relating to that statutory law. Temporary law has the same status as any other 
enacted law and may be enforced and applied regardless of whether it has a permanent or 
temporary effect. If a bill adds a new statutory section, the text of the section is shown in uppercase 
letters. Temporary law sections are shown in lowercase letters (Legislative Council).  
There is no anticipated fiscal impact to the state General Fund associated with this 
legislation. 
Provisions 
1. Requires the Legislative Council to use a font color other than black when preparing or revising 
temporary law for bills and amendments.  
2. Becomes effective on the general effective date.
