Purpose 
Appropriates $1,000,000 from the state General Fund (state GF) in FY 2024 to the Arizona 
Power Authority (APA). Requires the APA to encourage activities deemed feasible for the storage 
of electric power or energy.  
Background 
The APA must encourage feasible activities to produce electric power or energy from solar 
energy, nuclear energy or geothermal energy, and may bargain for, take and receive such energy 
or the electrical power generated in its own name on behalf of Arizona. For the purpose of making 
power available to marketing areas within Arizona, the APA may acquire or construct and operate 
electric transmission systems, standby or auxiliary plants and facilities and generate, produce, sell 
at wholesale, transmit and deliver such electric power to qualified purchasers (A.R.S. § 30-121). 
H.B. 2218 appropriates $1,000,000 from the state GF in FY 2024 to the APA.  
Provisions 
1. Appropriates $1,000,000 from the state GF in FY 2024 to the APA to conduct resource 
planning and needs assessment on behalf of willing the APA customers and other nonprofit 
electric service providers in Arizona. 
2. Exempts the appropriation to the APA from lapsing. 
3. Allows all monies remaining unencumbered or unexpended, if the purpose for which the 
appropriation made is accomplished, to be used by the APA for any action that is authorized.  
4. Requires the APA to encourage activities deemed to be feasible for the storage of electric 
power or energy.   
5. Allows the APA, for the purpose of making power available to marketing areas of Arizona, to 
store electric power. 
6. Allows the APA to dispose of acquired real property to persons engaged in projects deemed 
by the APA to be feasible for the storage of electric power or energy from solar, nuclear or 
geothermal energy.  
7. Adds, to the definition of project, work and works, every facility necessary or convenient for 
storing power.

9. Becomes effective on the general effective date.
